Duration: one year with possibility of extension depends on performance and availability of funds

Location: Jakarta, Indonesia

Program overview  
Katalis Phase II (2026–2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA‑CEPA) through two mutually reinforcing pillars:  
Pillar 1: IA‑CEPA institutional architecture & policy reform (secretariat and implementation support). 
Pillar 2: Skills, Businesses & Inclusive Growth, including the Katalis Business Partnership Fund (KBPF) to test, scale, and commercialize inclusive, climate‑smart business models with Indonesian SMEs and Australian partners. 

Purpose of position  
The Investment & Business Engagement (IBE) Manager is responsible for identifying, developing, implementing partnerships that contribute to Katalis’ end-of-program outcomes. The role manages Katalis’ market engagement efforts, translates investment and business intelligence into commercially viable opportunities, and supports the development of innovative partnerships between Indonesian SMEs, Australian businesses, investors and market actors. 
Reporting to the IBE Lead, the IBE Manager oversees a team of IBE Officers and manages a portfolio of strategic partnerships from identification through implementation and scaling. Working closely with the Business & Partnership Manager, the role ensures that Katalis’ partnership pipeline is informed by market demand, commercial opportunities and evidence from the Indonesia-Australia trade and investment landscape. 
The role combines business development, investment facilitation, market analysis, partnership management and team leadership to support inclusive, climate-smart and commercially sustainable growth under the IA-CEPA framework. 

Description

Primary Duties and Responsibilities: 

 Trade, investment and market intelligence 

  • Monitor Indonesia-Australia trade, investment and private sector developments and identify emerging opportunities relevant to Katalis priorities. 
  • Conduct market, sector and value chain analyses to identify commercial opportunities, business constraints and investment prospects. 
  • Provide strategic insights and recommendations to the IBE Lead on priority sectors, market trends, business opportunities and risks. 
  • Translate market intelligence into practical recommendations for partnership development, investment facilitation and portfolio growth. 
  • Build and maintain relationships with businesses, investors, industry associations, chambers of commerce, government agencies and ecosystem stakeholders. 

    Partnership origination and business development 

  • Identify and cultivate potential private sector partners aligned with Katalis strategic priorities
  • Source and develop commercially viable partnership opportunities involving Indonesian SMEs, Australian businesses, investors and supporting market actors. 
  • Facilitate business-to-business engagement, investment discussions and market-linkage opportunities. 
  • Conduct commercial assessments and due diligence on prospective partners, including business capability, commercial viability, operational capacity and scalability potential. 
  • Develop partnership concepts, business cases and engagement plans that balance commercial incentives with development outcomes. 
     

    Partnership management and implementation 

  • Manage a portfolio of strategic partnerships from design through implementation and scaling. 
  • Act as the primary relationship manager for assigned partners, maintaining regular engagement and supporting delivery against agreed objectives. 
  • Coordinate with technical advisers, MEL, GEDSI, communications and operations teams to ensure partnerships are delivered effectively. 
  • Monitor partnership performance, budgets, milestones and risks, and recommend adaptive management measures where required. 
  • Support partners to identify commercial opportunities, improve business performance and strengthen pathways for growth and market expansion. 
  • Capture implementation learning and use evidence to improve partnership performance and future investment decisions. 
  • Identify opportunities to replicate, commercialize and scale successful business models and partnerships. 
  • Contribute evidence and learning from partnerships to broader IA-CEPA implementation, policy dialogue and program adaptation processes.

 Team management and quality assurance 

  • Manage a team of Investment & Business Engagement Officers, providing direction, coaching, mentoring and performance management. 
  • Allocate work, monitor performance and ensure timely delivery of agreed activities and outputs.
  • Foster a collaborative, high-performing team culture focused on learning, accountability and quality.
  • Ensure investments and partnerships are evidence-based, commercially sound and aligned with Katalis objectives.
  • Provide technical guidance on private sector engagement, partnership development and investment facilitation. 

Collaboration, risk management and compliance 

  • Work closely with the Business & Partnership Manager to ensure partnership opportunities are integrated into the KBPF pipeline where appropriate. 
  • Coordinate with internal teams to ensure effective delivery, reporting and knowledge management. 
  • Embed GEDSI, climate-smart and responsible business practices throughout partnership design and implementation. 
  • Identify and manage commercial, operational, safeguarding, environmental, social, fiduciary and reputational risks. 
  • Ensure compliance with DFAT and Palladium policies, procedures and governance requirements. 
  • Contribute to reporting, portfolio reviews, learning products and management updates as required. 
    Other duties 
  • Undertake additional tasks as reasonably required by the IBE Lead or Team Leader, consistent with the role’s seniority and expertise. 

    Required Qualifications:
  • Postgraduate qualification in business, economics, finance, international development, international trade, investment, or related discipline, or equivalent professional experience. 
  • Minimum 8 years of professional experience in private sector development, investment facilitation, trade promotion, partnership development, business advisory services or donor-funded economic development programs, especially in DFAT funded programs. 
  • Demonstrated experience identifying, originating and managing private sector partnerships and commercial collaborations. 
  • Experience conducting market assessments, sector analysis, due diligence and business opportunity assessments. 
  • Demonstrated leadership experience supervising and developing professional staff. 
    Strong understanding of inclusive business models, SME growth and private sector development approaches. 
  • Experience working with businesses, investors, industry associations, financial institutions and government stakeholders. 
  • Knowledge of Indonesia-Australia trade and investment relations and IA-CEPA implementation is highly desirable. 
  • Experience supporting business innovation, investment mobilization and pathways to scale is highly desirable. 
    Familiarity with GEDSI, climate-smart development and responsible business approaches is desirable. 
  • Strong analytical, stakeholder engagement, negotiation and relationship-management skills. 
  • Strong written and verbal communication skills in English and Indonesian. 
  • Ability to operate effectively in complex multi-stakeholder environments and manage competing priorities.
