Summary
Overview
The PNG Secondary Education Program (PNG SEP) (the Program) is a flagship investment by the Australian Government, implemented under the Papua New Guinea–Australia Partnership. PNG SEP aims to improve learning outcomes, equity, and access for students in secondary education across PNG, while supporting long-term institutional and systems strengthening.
PNG SEP will directly support the PNG Government’s national education priorities as articulated in the National Education Plan 2023–2027 and is aligned with Australia’s International Development Policy and the Partnership for Education framework. PNG SEP will also reinforce key bilateral objectives, including inclusive economic growth, gender equality, and subnational service delivery.
The Program focuses on improving the quality and relevance of teaching and learning in secondary education, strengthening the performance and governance of National Schools of Excellence and other high-performing schools, and enabling stronger systems and institutional leadership within the National Department of Education and key education agencies.
Description
Objective
The objective of this assignment is to establish a baseline of infrastructure conditions across all participating PNG SEP schools to guide future investment decisions for the SIF and serve as a point of comparison at project endline. The assessment will focus on the three SIF priority areas as follows:
- GEDSI: Infrastructure that improves safety, accessibility, and equitable participation for all students, particularly girls and students with disabilities, including accessible classrooms, safe dormitories, and WASH facilities.
- Climate and disaster resilience: Infrastructure that strengthens schools’ ability to withstand climate and disaster-related risks, including drought, flooding, landslides, earthquakes, and extreme weather
- ICT: Infrastructure that supports reliable access to digital teaching and learning, including electricity, internet connectivity, device storage and charging, digital learning spaces, and related enabling infrastructure.
The key aims for the assessment are to:
- identify and prioritise infrastructure needs at each school, with particular emphasis on student safety, dignity, and wellbeing, especially for girls and students with disabilities
- prioritise practical, high-impact infrastructure investments that improve safe learning and living conditions, particularly WaSH facilities, dormitories, and classrooms
- develop a ranked pipeline of projects for each school aligned with SIF priorities and available funding
- develop indicative cost estimates for priority infrastructure needs and proposed interventions to inform SIF resourcing and investment decisions
- generate baseline data for three key indicators in the project results framework:
- % of schools meeting NDoE WASH standards
- % of schools meeting NDoE dormitory standards
- % of schools accessible to students with disabilities.
