We invite Expressions of Interest from experienced telecommunications sector professionals. We are seeking individuals with demonstrated expertise in one or more of the following areas:
- Policy, legal, and regulatory issues related to telecommunications infrastructure development and investment. This includes:
- Broadband and national connectivity strategies, market structure, competition policy, and regulatory frameworks.
- Infrastructure sharing policies and regulatory approaches, (both passive and active sharing models).
- Public investment strategy, incentive frameworks for private sector investment, public-private partnerships (PPPs), and enabling environments for digital infrastructure.
- Economic regulation, pricing, access regulation, and wholesale market development.
- Spectrum management policy, licensing, allocation, pricing, and regulatory frameworks.
- Universal access and digital inclusion policies (including workforce development).
- Telecommunications sector governance and institutional reform.
- Emerging policy issues related to 5G, future networks, data infrastructure, and digital transformation. This includes standards, interoperability, and regulatory aspects of technology adoption.
- Regulatory impact assessment, policy analysis, and economic evaluation of telecommunications reforms.
Partnerships for Infrastructure (P4I) Phase 2 is seeking candidates with substantial experience working with government agencies, regulatory authorities, international development organisations, industry associations, operators, investors, or consulting firms.
Expertise is sought from a policy, regulatory, institutional, and economic development perspective rather than detailed network engineering or technical design.
In terms of geographic experience:
- First-hand knowledge of Australian telecommunications sector reforms will be highly regarded.
- Experience in developing and emerging markets in Southeast Asia will be highly regarded.
