Background

The Pacific Australia Skills Technical Skills Panel (TSP) requires administrative systems, comprehensive data management, and operational coordination support to effectively mobilize diverse training providers and consultants across 9 Pacific countries and Timor-Leste. The TSP comprises Pacific and Timor-Leste training providers, Australian RTOs including First Nations providers, specialized non-registered providers, and consultants, generating significant administrative, compliance tracking, registration support, documentation, and logistical coordination requirements.

The TSP Capacity Development Manager is a core member of the TSP Team within Pacific Australia Skills and is responsible for leading the onboarding, capacity development and training provider strengthening functions of the Technical Skills Panel (TSP). The role supports the establishment of a diverse, high-quality and responsive panel by strengthening training provider readiness, especially for Pacific and Timor-Leste providers, First Nations providers and other providers requiring structured onboarding support. The position ensures that capacity development is practical, targeted and aligned with the National Quality Assurance Agencies registration and program accreditation requirements and the Pacific Australia Skills priorities, including quality assurance, locally led development, inclusion, climate resilience, and safeguarding.

The Role

To design, coordinate and oversee onboarding and capacity development support for TSP members so that training providers can meet Pacific Australia Skills TSP requirements, progressively strengthen their systems and capability, and deliver quality, inclusive and context-appropriate services through the TSP. The role supervises the TSP Capacity Development Coordinator.

The role spans panel establishment and refresh, training provider and consultants’ induction and onboarding, Provisional Member support, provider capability strengthening, annual workshops and communities of practice, and contribution to performance monitoring and adaptive management. The role has a strong focus on strengthening training providers to operate effectively within Pacific Australia Skills systems while supporting locally led development and sustainable skills system strengthening.

Roles and Responsibilities 

  • Provider onboarding and induction: Lead onboarding and induction of new TSP members in close collaboration with the Regional Lead Academic Services to ensure training providers and consultants understand Pacific Australia Skills operating requirements, the TSP model, Deed of Standing Offer obligations, service order processes, compliance expectations, reporting requirements and cross-cutting priorities. 
  • Provisional Membership management: Lead the development and implementation of tailored Onboarding Plans for Provisional Members, based on gaps identified through proposal evaluation and due diligence, and monitor progress toward Full Membership. 
  • Capacity development design and delivery: Design, coordinate and oversee capacity development support for TSP members, including learners' registration support, National Quality Assurance Agency registration and program accreditation, coaching, mentoring, peer learning, technical assistance, twinning, staff exchanges, communities of practice, workshop delivery and targeted systems strengthening support. 
  • Locally led development: Promote and operationalize locally led development by strengthening Pacific and Timor-Leste training providers and ensuring support approaches build sustainable institutional systems and capability rather than dependency. 
  • Cross-cutting integration: Ensure onboarding and provider support embed Pacific Australia Skills priorities relating to gender equality, disability equity and social inclusion, climate change and disaster resilience, safeguarding, First Nations participation and culturally appropriate delivery.

About You

Essential Experience and Knowledge 

  • Tertiary qualifications in a relevant discipline or equivalent experience and training, and familiarity with the requirements of National Quality Assurance Agencies in the Pacific and Australia 
  • Experience with DFAT-funded programs, panel-based delivery models, TVET systems, or skills and training sector in the Pacific and Timor Leste. 
  • Demonstrated ability to design and facilitate practical capacity development interventions including mentoring, workshop delivery, peer learning and performance improvement support. 
  • Working knowledge of inclusion, safeguarding, quality assurance and locally led development principles in program delivery. 
  • Strong stakeholder engagement and relationship management skills, with the ability to work effectively across technical, operational and country teams. 
  • Excellent planning, coordination, documentation and communication skills. 
  • Cultural sensitivity and professional approach suitable for working across Pacific Island countries and Timor-Leste contexts, with appreciation for diverse communication styles, protocols, and work approaches. 
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
