Program Background
Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to December 2035, with an initial period of five years from January 2026 to December 2030. P4I works with partners to strengthen policy and regulatory frameworks related to infrastructure development. It also addresses obstacles to project development, including through advice on financing strategies (with an emphasis on mobilising private finance). P4I works closely with Australian Government and industry to help bring relevant solutions to Southeast Asia’s infrastructure development challenges, in line with Australia's Southeast Asia Economic Strategy to 2040. P4I currently works in four sectors: land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications. P4I incorporates inclusion (gender equality, disability and social inclusion) and climate (mitigation and adaptation) across these four sectors.

The Role
The Human Resources Manager will lead the ongoing management of the program’s human resources function, working initially alongside the HR Systems Consultant to establish HR systems, policies and processes, and then taking long-term ownership of these. The role oversees the full employee lifecycle — recruitment and onboarding, performance management, remuneration and benefits administration, HR records and reporting, and exit procedures — ensuring compliance with DT Global policies and Thai labour law. The position contributes to a positive, productive and inclusive workplace that enables high performance across the program.
Roles and Responsibilities
Establishment of HR Systems:
- Work closely with HR Systems Consultant during the establishment phase to set up the program's HR Systems, policies, processes and template.
- Embed and maintain HR policies, procedures and systems accross the full employee lifecycle.
- Ensure alignment of P4I HR policies and practices with DT Global policies and systems.
Recruitment, contracting and onboarding
- Lead recruitment efforts in collaboration with DT Global's HR team.
- Develop recruitment plans for individual roles and review position descriptions and Terms of Reference.
- Coordinate and participate in interview panels.
- Manage the onboarding and induction process.
Performance Management and Development
- Administer the program's performance review cycle.
- Provide training and support to managers and staff.
Remuneration, benefits and payroll
- Maintain and apply the program remuneration framework.
- Work with finance staff to ensure accurate administrations of benefits.
HR records, data, and reporting
- Maintain complete and accurate employee records consistent with DT Global.
- Collect and analyse HR data on recruitment, turnover and staff development, disaggregated by gender and position.
Health, safety, security, and wellbeing
- Oversee administration of national staff health insurance and social security arrangements.
Culture, inclusion, risk and compliance
- Promote a positive, collaborative and engaged organisational cuture modelling DT Global's values and behaviours.
- Incorporate gender equality, disability, and social inclusion into HR processes.

About You
- Bachelor's degree in Human Resource Management, Business Administration, Organisational Development/Management or a field relevant to Human Resources, or equivalent working experience.
- Minimum of 10 years' demonstrated experience in HR management and coordination, preferably for a donor-funded program or international organisation.
- Demonstated experience across recruitment and selection, and in the implementation of HR policies, procedures and systems.
- Practical experience in HR planning, recruitment, induction, training and performance management.
- Demonstrated experience working in a standalone or program-based HR role.
- Experience developing and implementing HR policies, procedures and systems that address gender equality, inclusion and child protection.
- Sound understanding of Thai Labour Law and industrial relations issues.
- Proficiency with Microsoft Office (Outlook, Word, Excel and SharePoint).
