Program Background
The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year investment of approximately A$50 million by the Australian Department of Foreign Affairs and Trade (DFAT), implemented in partnership with the Government of Indonesia to support national human and animal health priorities. Building on Australia’s longstanding health sector engagement, including the Australia Indonesia Health Security Partnership (AIHSP), the program strengthens health systems and health security across both human and animal health, while renewing support for primary health care in line with Indonesia’s health transformation agenda. Operating at national and selected subnational levels, KITA SEHAT provides strategic policy, governance, and service delivery advice through technical assistance, public sector partnerships, research, and CSO/NGO grants. The program works closely with UN agencies and other development partners to ensure coordinated and complementary support. Its four end of program outcomes focus on strengthening primary health care policies and services, improving health system enablers and workforce capacity, and enhancing health security, with gender equality, disability equity and social inclusion (GEDSI) and climate resilience integrated throughout.

The Role
KITA SEHAT is seeking to engage a suitably qualified consultant or firm to design, develop, deploy, and support a comprehensive Management Information System (MIS) for the KITA SEHAT program.
The MIS will provide an integrated, secure, and scalable platform to strengthen data management, program monitoring, reporting, and evidence-based decision-making across KITA SEHAT's operations. The assignment includes assessing existing business processes and information systems, undertaking a comparative assessment of available MIS platforms, and recommending the most suitable solution to meet KITA SEHAT's operational and reporting requirements.
The successful Tenderer will be required to:
1. Assess KITA SEHAT's existing business processes, information systems, and reporting requirements, and recommend the most appropriate MIS platform.
2. Design and develop a secure, scalable, and user-friendly MIS, including system architecture, databases, dashboards, reporting modules, workflows, and user access controls.
3. Configure, test, deploy, and support the MIS, including data migration, user acceptance testing (UAT), and system documentation.
4. Deliver user training, technical documentation, and post-deployment support to ensure sustainable system operation and knowledge transfer.
5. Provide practical recommendations to support the long-term maintenance, enhancement, and sustainability of the MIS.

About You
We are seeking an organisation or firm with demonstrated expertise in the design, development, and implementation of Management Information Systems (MIS) or comparable digital solutions for government or international development programs.
The successful Tenderer should demonstrate:
- Minimum of seven years' organisational experience in designing and implementing MIS or comparable information systems.
- Proven experience in business process analysis, system architecture, software development, database design, dashboards, reporting solutions, and system deployment.
- Experience delivering digital solutions for donor-funded programs or government organisations, with knowledge of Monitoring, Evaluation and Learning (MEL) systems considered an advantage.
- A multidisciplinary team with expertise in project management, business analysis, software development, database administration, quality assurance, user training, and technical support.
- The organisational capacity to deliver the assignment within the required timeframe, provide post-deployment support, and work collaboratively with KITA SEHAT and key stakeholders throughout the project lifecycle.
Tenderers must be legally registered and capable of entering into contractual agreements.
