Program Background

The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year investment of approximately A$50 million by the Australian Department of Foreign Affairs and Trade (DFAT), implemented in partnership with the Government of Indonesia to support national human and animal health priorities. Building on Australia’s longstanding health sector engagement, including the Australia Indonesia Health Security Partnership (AIHSP), the program strengthens health systems and health security across both human and animal health, while renewing support for primary health care in line with Indonesia’s health transformation agenda. Operating at national and selected subnational levels, KITA SEHAT provides strategic policy, governance, and service delivery advice through technical assistance, public sector partnerships, research, and CSO/NGO grants. The program works closely with UN agencies and other development partners to ensure coordinated and complementary support. Its four end of program outcomes focus on strengthening primary health care policies and services, improving health system enablers and workforce capacity, and enhancing health security, with gender equality, disability equity and social inclusion (GEDSI) and climate resilience integrated throughout.

The Role

To engage a suitably qualified organisation, institution, or firm to undertake a comprehensive assessment of animal health service delivery, workforce capacity, and Otovet functionality in selected KITA SEHAT provinces.

The assessment will establish a structured baseline of current animal health service performance and veterinary authority functionality, identify system strengths, constraints and opportunities, and provide practical, evidence-based recommendations to strengthen sub-national animal health systems. The findings will inform KITA SEHAT's Health Security program and support the GoI in improving animal health service delivery, workforce capability, veterinary governance, and One Health coordination.

The successful Tenderer will be required to:

1.      Assess the functionality, performance, and capacity of sub-national animal health services, including Puskeswan and other field service providers, with particular attention to service delivery, workforce capacity, and operational resources.

2.      Assess the governance, leadership, coordination, and functionality of Otovet at the district/city level, including relationships with provincial and national veterinary authorities.

3.      Develop a structured baseline of animal health service delivery, workforce capacity, and Otovet functionality using agreed assessment domains and criteria to enable future monitoring and comparison.

4.      Identify system constraints, implementation challenges, gender and social inclusion considerations, and opportunities for strengthening animal health services and veterinary governance.

5.      Provide practical, prioritised, and evidence-based recommendations to support KITA SEHAT and GoI counterparts in strengthening animal health systems, workforce capability, and health security outcomes.

About You

The Tenderer demonstrates a strong understanding of Indonesia’s decentralised animal health system, including national, provincial, and district/city roles; Puskeswan and field service delivery arrangements; Otovet/Veterinary Authority functions; and the practical realities of implementation in remote and resource-constrained settings.

The methodology should demonstrate how the Tenderer will assess private animal health service providers, early detection and diagnostic capacity, workforce profiles and GEDSI considerations, and Otovet/Veterinary Authority functionality within Indonesia’s decentralised animal health system.

Tenderers must satisfy all minimum eligibility requirements. Failure to meet any mandatory eligibility requirement may result in the Tender being excluded from further evaluation:

Organisational Requirements

1.      Be a legally registered organisation with the capacity to enter into contractual agreements

2.      Demonstrate at least 10 years of organisational experience in reviewing or implementing:

a.      Animal health systems

b.      Animal health service delivery

c.      One Health and/or zoonotic disease programs

Technical Experience

3.      Proven experience in conducting health systems or animal health services assessments, including:

a.      Workforce capacity assessments

b.      Service delivery evaluations

c.      Governance or institutional analysis

4.      Demonstrated experience working on animal health service delivery systems, particularly at: Sub-national level (provincial/district) and Field level (e.g., Puskeswan, field/community-based services)

Local and Contextual Experience (Mandatory and Critical)

5.      Demonstrated experience working in Indonesia will be considered an advantage, particularly with:

a.      Ministry of Agriculture (MoA) / Directorate General of Livestock and Animal Health Services (DGLAHS)

b.      Subnational animal health services

c.      Puskeswan or equivalent service delivery platforms

OR if international Tenderers:

6.      Demonstrated experience in comparable decentralised systems in LMICs, of review and/or implementation of:

a.      Field-based animal health service delivery

b.      Workforce capacity strengthening

c.      Engagement with cross-sectoral government /One Health systems

In all cases, tenderers must show:

7.      Practical, on-the-ground experience, not only advisory or policy-level work

8.      Ability to operate in remote and resource-constrained settings

Operational Capacity

9.      Demonstrated ability to:

a.      Deploy teams across multiple provinces simultaneously

b.      Conduct fieldwork in geographically challenging areas (e.g. NTT, Papua regions)

c.      Manage logistics, stakeholder coordination, and data collection
