Summary

The Pacific Humanitarian Warehousing Program (PHWP) is a Pacific led, multi-donor investment to enhance humanitarian warehousing capability in 14 Pacific island countries, including Niue. The core implementing partner of the PHWP is the Pacific Community (SPC). Tetra Tech International Development (Tetra Tech) is implementing the infrastructure components of PHWP on behalf of the Department of Foreign Affairs and Trade (DFAT).

As the Infrastructure Specialist Unit (ISU) Contractor, Tetra Tech is responsible for delivery of a fit-for-purpose, resilient, high-quality and context-appropriate warehouse facility in Niue. This will be for use by the Niue National Disaster Management Office (NDMO) to meet pre-positioning and storage needs of humanitarian and emergency relief supplies (HERS).  

This Expression of Interest (EOI) seeks to pre-qualify and short-list contractors for completion of two components of work to construct the warehouse:

  1. Prefabrication of primary structure, including supply of a 'Kitset' of parts to allow packaging for transport with instructions for on-site assembly, delivery shipping and transport of the 'Kitset' to site, and supervision of installation.
  2. On-site construction, including installation of the prefabricated ‘Kitset’, earth and concrete works, and supply and installation of fittings and fixtures.
