Program Background

The Australia-Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role

The Researcher will support the Government of Indonesia (GOI) in developing a strategic study on the nexus between Intellectual Property (IP) and national economic growth through a data-driven and evidence-based policy analysis approach. The study is intended to identify the relationship between the increased registration and utilization of IP and Gross Domestic Product (GDP), analyze the transmission mechanisms and key factors influencing the contribution of IP to economic value creation, and formulate policy recommendations to support innovation-driven economic transformation in line with the national economic growth targets mandated under the 2025-2029 National Medium-Term Development Plan (RPJMN).

Roles and Responsibilities

The Researcher shall be responsible for conducting a comprehensive study on the contribution of Intellectual Property (IP) to national economic growth through a multidisciplinary approach, encompassing both quantitative and qualitative methodologies. The scope of work includes data and policy analysis, development of an IP based economic analytical framework, identification of international best practices, and formulation of implementable policy recommendations aligned with the national economic transformation agenda. In carrying out the assignment, the Researcher shall be responsible for the following:

• Develop the study methodology and analytical framework on the relationship between IP and national economic growth.
• Conduct the collection, validation, processing, and analysis of data related to IP, innovation, productivity, investment, and other macroeconomic indicators.
• Undertake empirical analysis on the relationship between increased IP registration and utilization and their impact on GDP growth and economic value creation.
• Identify structural, institutional, regulatory, and ecosystem-related factors influencing the optimization of IP in supporting economic growth.
• Conduct benchmarking and comparative studies on international best practices regarding the utilization of IP as an instrument for economic development.
• Facilitate coordination, consultations, and substantive discussions with relevant ministries/agencies, academic institutions, business actors, and other stakeholders.
• Formulate policy recommendations, strategic directions, and government intervention options aimed at strengthening the IP ecosystem in support of national economic transformation.
• Prepare periodic study reports and present the analytical findings to the Directorate of Law, Human Rights, Immigration, and Corrections Development, Ministry of National Development Planning/Bappenas.

Selection Criteria

Essential Experience and Knowledge

The Researcher will support the Government of Indonesia (GOI) in developing a strategic study on the nexus between Intellectual Property (IP) and national economic growth through a data-driven and evidence-based policy analysis approach. The study is intended to identify the relationship between the increased registration and utilization of IP and Gross Domestic Product (GDP), analyze the transmission mechanisms and key factors influencing the contribution of IP to economic value creation, and formulate policy recommendations to support innovation-driven economic transformation in line with the national economic growth targets mandated under the 2025-2029 National Medium-Term Development Plan (RPJMN).

• Master’s degree in law, economics, public policy, innovation management, or other related fields.
• Minimum of 5 years of professional experience in the fields of intellectual property, innovation economics, development policy, valuation of intangible assets, or other related areas.
• Strong understanding of national development policies, the intellectual property ecosystem in Indonesia, and its linkage to economic growth.
• Proven experience working with government institutions, development partners, research institutions, or relevant stakeholders in the fields of innovation and the creative economy.
• Strong coordination, policy analysis, and stakeholder engagement skills.

Desirable

• Experience in preparing studies or policy recommendations related to intellectual property, innovation, or intangible asset-based financing.
• Understanding of issues related to intellectual property commercialization, IP valuation, and access to intangible asset-based financing in Indonesia.
• Experience in facilitating focus group discussions (FGDs), policy consultations, and multi-stakeholder dialogues.
