The Role

Pacific Australia Skills, Timor-Leste requires an Information and Communications Technology (ICT) professional with a passion for directly supporting partner capability development, ICT system improvement and user up-skilling. Under the direction of the Skills Strengthening Manager, the ICT Coordinator in Timor-Leste will be active in Pacific Australia Skills’ program implementation of digital capacity development for local institutional partners within the Government of Timor-Leste and across the national TVET and skills development sector. The position is also technically oriented and responsible for delivering high-quality ICT support to the Pacific Australia Skills office and team, ensuring reliable operation and maintenance of infrastructure, including networks, endpoints, and communication systems, under guidance from the Pacific Australia Skills Regional Head Office ICT Manager.

Role and Responsibilities

Skills Strengthening

  • Under the direction and guidance of the Skills Strengthening Manager, design, develop and deliver training and ICT professional development initiatives to program personnel, partners and TVET training centres, and assist with the mentoring, coaching and support of partner institution staff to build capability in ICT.
  • Work with the Pacific Australia Skills Partnership Manager, Timor-Leste, to engage with partners and vocational training centres to understand and support institutional ICT requirements for training delivery and administration.
  • Co-operate with project partners to develop a deep understanding of their ICT priorities and prepare advice and options for practical solutions to support institutional ICT requirements to meet quality accreditation and registration requirements.
  • Work with the Pacific Australia Skills regional ICT team, program staff and consultants to deliver ICT digital learning products, promote digital capacities among project beneficiaries, and other up-skilling materials and activities for a range of audiences. This will include assisting consultants to deliver ICT and digital learning products, as well as other upskilling materials and activities, Tetum↔ English translation and interpretation where required.
  • Develop and implement innovative ICT solutions, ideas, and continuous improvement models as added-value initiatives to project skills development outputs.
  • As a member of the Timor-Leste program team, contribute to the integration of inclusion, environmental considerations and other cross-cutting themes through program design and delivery.
  • Assist with the design and use of digital tools for activity monitoring and evaluation and engage in program reflection and ICT outcomes documentation.

Operational ICT

  • Assist with the implementation of cyber security standards and policies within Pacific Australia Skills, as well as promoting a culture of security awareness among all stakeholders for the safeguarding of sensitive information and protection of online systems.
  • Provide Level 1 ICT support to Timor-Leste Office
  • Under the direction and guidance from the ICT Manager and Timor-Leste Office Operations Manager, provide a high level of customer service, both internally and externally.
  • Assist the ICT Manager to ensure ICT services meet staff, partners, and vocational training centre requirements, and work with service providers to improve services and correct issues as they arise.
  • Support ICT procurement, preparing specifications for hardware requirements, obtaining quotations, performing detailed analysis and submitting recommendations for approval.
  • Conduct regular preventative and corrective maintenance of all ICT infrastructure, including staff and learner endpoints, network hardware, software, phone and all other communication equipment.
  • Monitor Timor-Leste Country Office, firewall and other security applications to ensure undesirable information and network intrusions are adequately blocked.
  • Identify and mitigate any critical risks to the business to ensure data integrity is not adversely affected and perform server patching and maintenance as required by the ICT Manager.
  • Collaborate with the regional ICT team to co-share the Helpdesk Management System which includes ticket assignment, escalations, compliance to service level agreements and reporting.
  • Ensure all ICT equipment is tracked using the appropriate asset management application and complete regular audits as and when advised by ICT Manager.
  • Undertake ICT related research initiatives (testing and evaluating) to support recommendations for new technology, hardware, software and network systems to ensure effective and up to date operation of ICT systems for Pacific Australia Skills.
  • Contribute to developing harmonious working relationships with key stakeholders and colleagues and assist in building the profile and positive reputation of Pacific Australia Skills.

Selection Criteria

Essential Experience and Knowledge  

  • A tertiary qualification and/or extensive experience in finance or accounting field.
  • Demonstrated experience in operating within a finance environment using computerised finance systems.
  • Proven ability to work independently, often under pressure, and exercise sound judgement in the development and implementation of financial management functions.
  • Demonstrated knowledge and experience in establishing priorities, organising workloads, achieving objectives and meeting tight deadlines within medium to large business such as an education provider.
  • Strong interpersonal communication skills and ability to work effectively and collaboratively as part of a small and dedicated team.
  • Advanced skills in the use of Microsoft Excel, Word, Outlook and PowerPoint.
  • Sound written and oral communication skills in English and Tetum.
  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.

  • Experience working on an aid-funded project, preferably Australian Government.
