The Australia Awards program is a flagship initiative of the Australian Government that contributes to the long-term development needs of partner countries by building human capital and strengthening institutional capability. Australia Awards are offered to citizens of Fiji through long-term scholarships and short-term training opportunities.  Australia Awards Fiji contributes to three core outcomes:

  1. Alumni use their skills, knowledge and networks to contribute to sustainable development.
  2. Alumni contribute to cooperation between Australia and Fiji.
  3. Alumni view Australia, Australians and Australian expertise positively

Short courses are a key modality within the Australia Awards program. These programs provide targeted, practical training designed to address priority capability gaps across government and partner organisations. Short courses typically combine classroom-based learning, exposure to Australian practice and structured workplace application.  Abt Global is the implementing service provider for the Fiji Program Support Platform (FPSP). FPSP provides program management, procurement, logistics and technical support services for the delivery of Australia’s development program in Fiji.

Description

Abt Global is seeking proposals from suitably qualified organisations to design and deliver the Fiji Public Service Leadership Initiative, comprising three complementary leadership development components:

  • Public Service Leadership Short Course (Senior and Middle Management)
  • Executive Leadership Workshop (Senior Leaders)
  • Women in Public Service Leadership Program

The Fiji Public Service Leadership Initiative will be guided by the following design principles:

  • Contextualized Leadership Learning - Training will be tailored to the institutional and governance context of the Fiji Civil Service, using Fiji-relevant case studies, policy examples, and public sector reform experiences.
  • Experiential and Applied Learning - Programs will combine workshops, peer learning and workplace application to ensure participants can directly apply leadership concepts to real organisational challenges.
  • Leadership Across Multiple Levels - The initiative will strengthen leadership capability across the civil service by providing complementary development opportunities for senior managers, senior executives, and women leaders.
  • Inclusive and Collaborative Leadership - The program will promote ethical and inclusive leadership practices while strengthening peer networks and cross-ministry collaboration. The Women in Public Service Leadership Program will support women leaders and strengthen awareness of gender barriers within leadership environments.
  • Local Ownership and Sustainability - The initiative will be implemented in partnership with the Fiji Learning Institute for Public Service (FLIPS) and utilise local training expertise. Through co-design, co-delivery and a train-the-trainer approach, the program will strengthen FLIPS’ capability to independently deliver leadership development programs in the future.

These programs will support improved public sector performance, stronger cross-government collaboration, and more effective implementation of government priorities.

All components will be delivered in partnership with the Fiji Learning Institute for Public Service (FLIPS), under the Ministry of Civil Service, and relevant Government of Fiji ministries, and will incorporate locally contextualised learning approaches, local trainers, and a strong focus on sustainability through capacity development of FLIPS.

The successful provider will work closely with FPSP, DFAT and FLIPS to design and deliver the courses and to support sustainable training capability within the Fiji public service through an embedded Train-the-Trainer model.

An independent evaluation panel will assess all submissions. Successful bidders will be formally notified of the outcome of the process.
