Overview

The Papua New Guinea–Australia Transition to Health (PATH) Program is a six-year (August 2020 – December 2026) AUD 240 million investment implemented by Abt Global under the Papua New Guinea – Australia Partnership. PATH supports the Government of Papua New Guinea (GoPNG) to strengthen essential health service delivery, enhance the capacity of Provincial Health Authorities (PHAs), and promote Gender Equality, Disability and Social Inclusion (GEDSI).

The Accelerated Immunisation and Health System Strengthening Program Phase 2 (AIHSS2) is part of the PATH Program. AIHSS2 is funded by the Governments of Australia and New Zealand and Gavi, the Vaccine Alliance (Gavi).

AIHSS2 has three End of Program Outcomes (EOPOs) that include:

  1. PHAs/BDoH increase vaccination coverage in selected provinces and decrease the number of children receiving no vaccines.

  2. PHA/BDoH planning and PFM capabilities and practices are strengthened.

  3. PHAs/BDoH embed gender equality, disability and social inclusion principles in routine immunisation to increase equity and reach of routine immunisation service delivery. 

Description

Brief

The service provider is required to undertake a comprehensive unit cost analysis of delivering the PNG vaccination schedule for children up to 2 years of age across all 21 provinces of Papua New Guinea and the Autonomous Region of Bougainville. 

Expected Outcomes:

  • Detailed unit cost estimates for delivery of the PNG vaccine schedule up to 2 years of age in each province and nationally.

  • Identification of cost drivers and provincial variations.

  • Practical recommendations for policymakers and program managers.

  • Enhanced understanding to support equitable resource allocation and targeted interventions.
