The Role
The P&C Technical Adviser will work in partnership with the existing Pacific Australia Skills People & Culture and Senior Management teams to provide expertise, human resource systems support to ensure efficient people management practices across the program. The Technical Adviser will enable the program to strengthening internal HR capacity, policy and systems to foster a high-performing and engagement workforce and ensure compliance with key organizational and legal standards. The role will provide hands-on support across the employee lifecycle while embedding HR processes that are fit for purpose, contextually relevant, and aligned with the program’s growth trajectory.
Roles and Responsibilities
In close collaboration with the Senior P&C Manager, the role will:
· Provide expert technical human resource advice on systems, processes and best practices, this includes probation review procedures and performance management cycle,
· Provide training to Senior staff and Country Directors/Leads to support good performance conversations and provide recommendations on how remuneration reviews may be linked to the performance cycle.
· Oversee the review and ongoing support of the renumeration framework for the program.
· In consultation with the senior management team, advise a process for professional development opportunities to be managed across the program.
· In consultation with the senior management team, develop mechanisms for staff feedback and measuring/managing engagement.
· Review DT Global HR policies to establish if any further contextualization is required. Provide training and information to staff on key policies.
· Advise and strengthen offboarding procedures, including any requirements for exit interviews/surveys and handover plans.
· Review and advise on Induction and Onboarding practices to ensure these are fit for purpose as the program expands.
· Establish any programs of work that may be required to outwork the programs locally led development strategy
Selection Criteria
Essential Experience and Knowledge
· At least 5 years of experience in prior HR advisor or business partner roles, preferably within the Asia-Pacific region.
· Demonstrated experience in developing and implementing core HR systems and processes (e.g., performance management, probation, professional development).
· Ability to translate HR concepts into practical tools and guidance for non-HR audiences.
· Experience working across multiple countries and diverse cultural contexts
· Excellent communication and stakeholder engagement skills across all levels of the organization, with flexibility to adapt across cultures.
· Ability to work independently and achieve outcomes whilst working remotely.
· Knowledge of DFAT-funded programs or similar donor environments
· Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
