Summary
Abt Associates (on behalf of SLSU and S4IE) seeks the services of a qualified training and certification service provider to:
1. Design and develop competency-based training curriculum and learning materials (In all three languages)
2. Deliver blended learning certification program for committee secretaries (In Sinhala and Tamil)
3. Develop and administer competency-based assessments
4. Facilitate certification and CPD recognition processes
5. Provide technical guidance to strengthen committee governance systems
Description
Background
Skills for an Inclusive Economy (S4IE) is supported by the Australian Government and implements part of the Australian aid program in Sri Lanka through the Sri Lanka Support Unit (SLSU), managed by Abt Associates. The program supports policy, institutional, and workforce development initiatives that strengthen inclusive economic participation through skills development and governance strengthening.
The Ministry of Industries, through the Small Enterprise Development Division (SEDD), is implementing the Government of Sri Lanka’s SME Policy Framework by establishing District and Divisional Entrepreneurship & Industry Promotion Committees across the country. These committees are responsible for strengthening coordination, planning, and implementation of entrepreneurship and industrial development initiatives at sub-national levels.
To ensure effective governance and operational efficiency of these committees, SEDD has assigned officers to serve as committee secretariats. However, structured competency development and standardized professional training mechanisms for committee secretarial functions remain limited.
S4IE proposes to support SEDD in implementing a structured Certified Committee Secretary Program, designed as a blended Continuing Professional Development (CPD) certification program. The program aims to professionalise committee secretarial services, strengthen governance practices, and enhance stakeholder coordination across districts and divisions.
