Katalis Phase II (2026–2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT), and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA‑CEPA) through two mutually reinforcing pillars:
Pillar 1: IA‑CEPA institutional architecture & policy reform (secretariat and implementation support).
Pillar 2: Skills, Businesses & Inclusive Growth, including the Katalis Business Partnership Fund (KBPF) to test, scale, and commercialize inclusive, climate‑smart business models with Indonesian SMEs and Australian partners.
Purpose of Position
The Strategic Liaison Coordinator (SLC) – Bappenas plays a key operational role in supporting effective coordination between Katalis, the Australian Department of Foreign Affairs and Trade (DFAT), and the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas), while facilitating engagement with the Ministry of Trade (Kemendag) and other relevant Government of Indonesia institutions. Reporting to the Public Sector Engagement (PSE) Lead, the SLC serves as a central coordination and liaison point to support effective communication, alignment, and implementation of Katalis activities across government stakeholders. The role provides day‑to‑day coordination and administrative support for cross‑ministerial engagement and IA‑CEPA‑related processes, including meeting management, documentation and action tracking, workplan monitoring, and governance and reporting support, in line with DFAT and Katalis procedures. The role is operational and coordination‑focused and does not involve strategic decision‑making responsibilities.
Primary Responsibilities
The Strategic Liaison Coordinator will be responsible for the following:

Maintain effective working relationships with Bappenas as the primary government counterpart, and support coordination with Kemendag and other relevant Ministries and Agencies.

Serve as a central coordination point for engagement between Katalis, DFAT, Bappenas, Kemendag, and other stakeholders.

Provide logistical and secretariat support to the PSE Lead and program team for engagement with DFAT,Bappenas, Kemendag, and other stakeholders, including:
- IA‑CEPA‑related meetings and program coordination meetings
-Cross- ministerial consultants and technical discussions,
- Planning and policy discussions,
- Field visits and monitoring activities
- Other Ad hoc engagements as required

Prepare and circulate meeting agendas, briefing materials, and participant lists in a timely manner.

Take accurate meeting notes, prepare minutes, and maintain action trackers to support follow‑up on agreed actions and decisions across ministries.

Maintain accurate, well‑organized documentation, filing, and archiving systems for correspondence, reports, and governance records.

Track Katalis activities related to government engagement, including monitoring progress against workplans, identifying delays, and following up on agreed actions.

Support the preparation and dissemination of program updates, reports, and coordination‑related communications to Bappenas, Kemendag, and other stakeholders.

Provide inputs to program reporting requirements, including periodic updates aligned with DFAT and Government of Indonesia reporting frameworks.

Support the preparation of materials and inputs for IA‑CEPA governance processes and coordination forums, including meetings, workshops, and progress‑sharing discussions.

Provide administrative and logistical support for stakeholder engagement activities, including workshops, consultations, and public–private dialogue forums.

Required Qualifications:
- Bachelor’s degree in communications, public policy, public administration, international development, social sciences, or a related field, or equivalent professional experience.
- Minimum of seven (7) years’ relevant experience working on donor‑funded development programs, preferably DFAT‑funded, with demonstrated experience in government liaison, program coordination, and administrative or secretariat roles.
- Proven experience working with Government of Indonesia institutions, preferably Bappenas and/or Kemendag.
- Demonstrated experience in meeting coordination and the provision of high‑quality administrative and secretariat support.
- Sound understanding of government systems, planning processes, and reporting mechanisms, including BAST and VAT restitution processes.
- Strong organizational, communication, and coordination skills.
- Excellent written and verbal communication skills in Bahasa Indonesia and English.
