About the Australia-Pacific Partnerships Platform

About the role
The Public Financial Management (PFM) Specialist will provide high‑level strategic, policy and technical advice to the Government of Kiribati, supporting the Director of the National Economic Planning Office (NEPO) within the Ministry of Finance and Economic Development (MFED). The role focuses on advancing budget reforms and strengthening the oversight, governance and financial sustainability of State‑Owned Enterprises (SoEs), in line with the mandate of the State‑Owned Enterprise Monitoring and Advisory Unit (SOEMAU).
The Specialist will lead analytical work on fiscal risks, SoE financial performance, borrowing and guarantees, and contribute to policy development to improve commercial discipline and accountability across the SoE portfolio. This role also places a strong emphasis on stakeholder engagement, coordination with development partners, and practical capacity building to ensure reforms are locally owned and sustainable.
The position requires close collaboration with SOEMAU, Treasury, other government ministries, technical advisers and partners. Reporting will be to the Director for NEPO, with performance management undertaken jointly with DFAT, the Partnerships Platform and relevant counterparts. Regular performance reporting, high‑quality analytical outputs, and structured knowledge transfer are core expectations of the role.
Key deliverables include SoE financial performance and fiscal risk assessments, policy and reform recommendations, analytical tools and templates, and the design and delivery of targeted training and capacity‑building activities.

About You
This role requires a highly experienced Public Financial Management professional with strong expertise in budget reforms, State‑Owned Enterprise (SoE) oversight, and public sector financial management. You bring a combination of sound technical capability, strategic thinking and practical leadership, and are comfortable providing high‑quality advice within a government and development‑partner environment.
