Program Background
The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia’s human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia's support for primary health care in line with Indonesia's health transformation agenda.
Operating at national and selected subnational levels, the program will provide strategic advice on policy, governance, and service delivery approaches, with a strong alignment in areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnerships, research and CSO/NGO grants, and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.
The program’s long-term goal will be guided by four end of program outcomes (EOPOs):
- Primary health care policy and governance – national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.
- Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalised groups.
- Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.
- Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

The Role
The Provincial Manager – West Java (Jawa Barat) will lead and manage the West Java provincial team to ensure effective planning, coordination, and delivery of program activities in line with the Annual Work Plan. Reporting to the Subnational Integration Lead, the role will serve as the primary liaison with subnational government offices and agencies, implementing partners, and stakeholders, providing strategic analysis, program and operations management, and technical advice to ensure activities are well-aligned with program priorities, meet performance targets, and contribute to overall program objectives.
Roles and Responsibilities
- Manage and monitor the implementation of KITA SEHAT activities at the subnational level in West Java, ensuring alignment with thematic work areas, the Annual Work Plan, the national and provincial strategic plans, and performance indicators.
- Provide strategic analysis and technical inputs to the Subnational Integration Lead and Program Team, particularly on critical provincial challenges, issues and opportunities.
- In consultation with KITA SEHAT technical team (Animal Health, Human Health, GEDSI, MERLA, Health Security), assist in the development of Concept Notes and Terms of Reference relevant to West Java by providing evidence-based insights from the provincial context.
- Facilitate collaboration and maintain strong relationships with subnational government partners, implementing partners, and stakeholders in West Java to ensure ownership and sustainability.
- Lead, manage, and oversee the West Java provincial team, including administration, logistics, and day-to-day operations.
- Ensure timely reporting, documentation, and sharing of lessons learned from West Java provincial activities with the national KITA SEHAT team.
- Represent KITA SEHAT at key provincial forums and coordination meetings, promoting alignment with GoI priorities and partner initiatives.

About You
Selection Criteria
Essential
- A bachelor's degree in social sciences, public health, epidemiology, public policy, veterinary medicine, or a related field.
- At least 8 years’ experience managing program implementation in public health or related sectors.
- Previous experience working on health programs, with familiarity with the health system, stakeholders, and operational context in the West Java province.
- Demonstrated experience in building the capacity of Indonesian government institutions and/or other relevant stakeholders, particularly at the subnational level, with excellent interpersonal skills including dealing both directly and indirectly with government officials and other development partners at various levels.
- Strong understanding of Indonesian Government systems, structures, and processes at both national and sub-national levels.
- Proven experience in leading and managing provincial teams, with excellent interpersonal and team-building skills to effectively engage with government officials, development partners, and other stakeholders.
- Excellent oral and written communication skills in both Bahasa Indonesia and English, with the ability to prepare high-quality reports and deliver clear presentations.
- Demonstrated initiative, reliability, sound judgment, and professional integrity.
- Strong ability to work productively in diverse, cross-cultural environments and manage competing priorities under pressure and to tight deadlines.
- Competent in the use of Microsoft Office and other IT applications in common usage
Desirable
- Based in Bandung, West Java or be willing to relocate to Bandung for the duration of the program (preference will be given to Bandung-based applicants).
- Demonstrated experience working with donor-funded (strong preference for DFAT) development programs in a multi-culture stakeholder environment, and in an international, compliance-oriented organisation is highly preferable
- Promoting Gender Equality, Disability, and Social Inclusion (GEDSI) and climate change is a key focus of KITA SEHAT. Applicants with knowledge or experience on either or both will be highly regarded by the selection panel.
