The Role
This position will work closely with the Regional Partnerships and Coalitions Unit (PCU), the Regional Partnerships Lead, and other relevant regional leads. This includes developing and embedding effective business processes that underpin durable, long‑term partnerships and reform coalitions with Pacific governments, TVET institutions, and key industry and community stakeholders, and contributing directly to the achievement of Pacific Australia Skills’ End of Program Outcomes.
Roles and Responsibilities
Political Economy Analysis

Maintain and support systems for ongoing PEA, environmental scanning, stakeholder mapping for PNG.

Support the Country Director, Skills Strengthening Manager and other relevant Pacific Australia Skills team members to utilize the political analysis, insight and understanding of local context to identify skills training needs in industry, Identify members whose engagement will support the effective uptake and implementation of the Technical Skills Panel (TSP), support needs in TVET institutes and support local reform agendas and collaboration/coalition opportunities with TVET bilateral programs.

Provide information and advice to the communications Coordinator for development of communications products on partnerships.
Business Process and Quality Oversight

Implement business processes in PNG that align with and operationalize the Pacific Australia Skills Partnerships Guide to ensure that all staff understand and use those business processes in their partnership and coalition management.

Provide support to reform coalitions to ensure their contribution to EOPOs.

In conjunction with regional-based PCU, contribute to six monthly and annual reflection and review processes to promote adaptive learning and decision-making processes.
Organizational Development

Support the Country Director and Country Office team to socialize and embed the Pacific Australia Skills Partnerships Guide, with support from the Regional Partnerships Lead, including strengthening understanding and application of partnership brokering approaches and related processes across the country office program.

Contribute to Country Planning and implementation activities, supporting the Country Director and Country Office team (with regional program leads) to embed Pacific Australia Skills strategies and guidelines including partnerships, inclusion, locally led development, safeguarding, and related approaches across partnership and partner capacity development activities.
Selection Criteria
Essential Experience and Knowledge
Within the context of the role description, the ideal applicant will be someone who has the following key capabilities:

Qualification in politics, aid or development or another relevant field.

Experience working with government, civil society and private sector entities, preferably in PNG.
-
Experience and/or exposure to political-economy analysis, stakeholder engagement, relationship management and capacity development.
-
Demonstrated experience in facilitating, brokering or managing partnerships or collaboration arrangements.
-
The ability to manage multiple program activities across large and complex environments including grant management, program development and time management skills.
-
Strong written and oral communication skills with demonstrated ability to communicate specialized and nuanced information for reporting purposes.

Ability to draw on range of resources (tools, approaches etc.) to effectively support, facilitate and guide TVET reform coalitions.
Desirable Requirements:

Experience working on an aid-funded project, preferably Australian Government.

Experience working within an educational organization would be an advantage.

Working knowledge of PNG would be an advantage.

Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
