Program Background

The Southeast Asia and Australia Government Partnerships program (SEAG2G) supports a shared vision for a peaceful, stable and prosperous region. Government partnerships facilitate connections between public institutions across Southeast Asia and Australia to share knowledge and build policy and technical capability between trusted peers. Through deeper collaboration, governments can tackle shared challenges and create enduring, inclusive opportunities for economies, the climate and our diverse and vibrant communities. 

SEAG2G provides resources to deepen and broaden relationships between Australian and Southeast Asian countries across four thematic priorities:

1.     Climate change and energy transition

2.     Education and skills

3.     Sustainable agriculture and food security

4.     Effective and inclusive public institutions

The two outcomes of SEAG2G include:

1.     Broader and deeper partnerships between Australian and Southeast Asian government institutions in targeted areas of mutual interest.

2.     Southeast Asia Government Entities improve policy and practice in identified thematic priority areas in support of economic and social development.

Gender equality, disability and social inclusion (GEDSI) are important priorities for SEAG2G. The program’s approach to GEDSI seeks to ensure that people in all their diversity benefit from SEAG2G activities through the identification and addressing of key GEDSI issues relevant to the program’s sectoral themes and activities.

SEAG2G is led by the Australian Department of Foreign Affairs and Trade (DFAT) Office of Southeast Asia, with DT Global as the managing contractor. The program works across Australia and Southeast Asia.

The Role
SEAG2G is recruiting for a panel of consultants with expertise in the following sectors or areas. This opportunity is primarily home based with potential travel in the region.

  • Partnership brokering, training and facilitation
  • Gender equality, disability and social inclusion (GEDSI)
  • Climate change resilience, integration, mitigation and risk management
  • Political economy analysis, localisation and policy development expertise
  • Strategic communications, media and public relations, graphic design, social media
  • Training or workshop facilitation, secretariat and editorial activity support, event planning and management support

From this recruitment process, SEAG2G will form a technical panel of experts and advisors valid for two years with possible extension. Panel members will demonstrate a range of skills and experience that can be matched to a variety of inputs. Key responsibilities and reporting lines will vary depending on the nature of the technical expertise and the services to be provided.

Successful candidates will be placed on the panel managed by DT Global and contracted through a Deed of Standing Offer. Opportunities will be made available to members on an as-needed basis, and panel members may be invited to quote opportunities (depending on the requirements of the task). Each time a consultant on the Panel is offered an assignment, a services order will be signed outlining the terms of the assignment. 

Please note that being on the Panel does not guarantee work.

About You

  • Relevant training or educational qualifications and/or at least 7 years of experience
  • Demonstrated communication skills, and experience conveying complex information to stakeholders of varying levels of experience or ability
  • Demonstrated understanding of the development context in Southeast Asia or specific Southeast Asian countries (Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam)
  • Ability to write high quality written materials including reporting in English
  • Ability to review, refine and ensure the clarity and consistency of written materials, meeting style guide and stakeholder expectations
  • Highly developed interpersonal skills and an ability to work in a multi-cultural environment with sensitivity and respect for diversity
  • Experience working with Australian and/or Southeast Asian government agencies.
  • Experience in development programming in Southeast Asia.
  • Experience in DFAT development programming.
  • Experience and commitment to applying safeguarding principles.
  • Commitment to advancing gender equality, disability equity and rights, and social inclusion.

Personal attributes

  • Ability to work under pressure and, at times, meet multiple deadlines.
  • Ability to work as part of a team, including with team members in different locations.
  • Flexibility and adaptability to work with multiple stakeholders and interrelate with various cultures and sectors.
  • Highly developed interpersonal and cross-cultural skills and an instinct for collaboration, working within complex institutional structures.

  • A cover letter of no more than 2 pages highlighting your suitability and indicating your specific areas, sectors and countries of expertise, relevant experience or previous assignments and your daily consultant rate in AUD
  • At least two referee contacts
  • If the applicant is a company/organisation, complete the Preliminary Due Diligence Statement at Annex 1.
