Program Background

The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia’s human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia’s assistance in the health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia's support for primary health care in line with Indonesia's health transformation agenda.

 

Operating at national and selected subnational levels, the program will provide strategic advice on policy, governance, and service delivery approaches, with a strong alignment in areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnerships, research and CSO/NGO grants, and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.

 

The program’s long-term goal will be guided by four end of program outcomes (EOPOs):

·       Primary health care policy and governance – national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.

·       Primary health services – selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other disadvantaged groups.

·       Health system enablers – national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.

·       Health security – national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

Description

The Role

Reporting to the NTT Provincial Manager, the Subnational Monitoring, Evaluation & Learning Officer (MEL) - NTT is part of the Development Effectiveness Team and supports implementation of the Monitoring, Evaluation, and Learning (MEL) system across the program, with a focus on the subnational level. The role ensures high-quality data and evidence are generated and used for decision-making, learning, and reporting.

Working closely with the MEL Lead and MEL Manager, the Subnational Monitoring, Evaluation & Learning Officer (MEL) - NTT provides technical and coordination support to KITA SEHAT provincial teams, helping operationalise the MEL Plan. Under the NTT Provincial Manager’s supervision, the position delivers technical guidance on MEL processes and products related to subnational work, ensuring monitoring, evaluation, learning, and knowledge-sharing activities contribute to program objectives, policy innovation, and donor requirements. The role also supports engagement with subnational GoI counterparts to facilitate coordination and implementation of MEL-related activities.

 

Roles and Responsibilities

 

·       Support implementation of KITA SEHAT’s MEL systems in line with the approved MEL Framework

·       Ensure that MEL systems are in place and adhered to by all project activities in the officer’s province of work, effectively measuring agreed upon outputs.

·       Coordinate routine monitoring of program activities and outputs, ensuring timely and accurate data collection from implementing teams and partners.

·       Manage accurate data collection, data management, analysis and reporting at subnational level, including in-depth interviews and focus group discussions with subnational key stakeholders, for inclusion in quarterly reports and other project documents.

·       Assist in the documentation of evidence and lessons learned from program implementation to inform adaptive management and program improvement.

·       Support the MEL Manager in facilitating learning forums, reflection workshops, and events to promote evidence-based program improvement.

·       Contribute to the preparation of regular program reports, including progress reports, six monthly reports, annual reports and BAST reports. 

·       Contribute to implementing the Communication and Public Diplomacy Strategy at subnational level. 

·       Contribute to the clear communication of MEL analysis to internal teams, government counterparts, and donors.

·       Promote evidence-based decision-making by helping teams and stakeholders use research and data analysis to inform programming at the subnational level.

·       Perform other duties as required

About You

Selection Criteria

Essential Experience and Knowledge

·       Bachelor’s degree in statistic, demographic, public policy, social sciences, Management of Development, monitoring and evaluation or related field of study, with a minimum of 4+ years’ experience working in M&E, Research and/or Learning

·       Demonstrated experience applying inclusive monitoring and evaluation approaches.

·       Experience facilitating stakeholder workshops and review processes.

·       Experience with evaluation activities including liaison with research institutions.

·       Experience engaging with the Government of Indonesia at national and subnational levels

·       Excellent written and spoken English and Bahasa Indonesia

·       Effective time management and organisation skills including priority settings and responding to program needs.

·       Excellent interpersonal skills and the ability to adapt communication to different audiences.

·       Demonstrated experience working in cross-cultural environments.

 

Desirable

·       Previous experience working on DFAT-funded programs or familiarity with DFAT policies, guidelines, and reporting requirements.

·       Previous experience working on health programs, with familiarity with the health system, stakeholders, and operational context in the NTT province.

·       Experience working on Monitoring, Evaluation and Learning of health programs in Indonesia.

·       Based in Kupang, NTT, or willing to relocate to Kupang for the duration of the program. Strong preference will be given to candidates currently based in Kupang and with demonstrated experience working in NTT.

·       In-depth understanding of a wide range of monitoring and evaluation methodologies and approaches

·       Experience providing training to colleagues and government stakeholders to build M&E and evaluation capacity.

·       Relevant experience managing communications and knowledge management on DFAT-funded or similar donor-funded development projects.

·       Understanding international development, and/or issues of gender equality, disability, and social inclusion is an asset.
