Project Description:
The Australian Humanitarian Partnership (AHP), a partnership between the Australian Government and 6 AHP Partners (Australian non-government organisations), is responding to protection needs in Sudan and Ethiopia. AHP Partner, World Vision Australia, is leading consortiums of national partners, including World Vision Sudan, Sudan Aid Hand Organization (SAHO) and Jabal Mara Charity Organization (JMCO) in Sudan, and Gurmuu Development Association (GDA) and Mums for Mums (MfM) in Ethiopia to implement these protection responses.
The AHP Responses in Sudan and Ethiopia are led by World Vision. They will be the subject of an independent review. The purpose is to provide accountability, inform future Australian Government programming in the Horn of Africa, and provide learning for partners and the broader humanitarian sector.
About the work
In Sudan, World Vision is leading a 12-month response to the crisis, working with local partners Sudan Aid Hand Organization (SAHO) in East Darfur and Jabal Mara Charity Organization (JMCO) in South Darfur. The response targets both displaced and host populations and prioritises survivors and women and girls at risk of gender-based violence. The project expands access to specialised, lifesaving violence prevention and response services, including the establishment of Women and Girls Safe Spaces, confidential case management services, mental health and psychosocial support and case management. The response also supports and trains Community-Based Protection Networks to identify, prevent and respond to protection risks while promoting inclusion, social cohesion and peaceful coexistence. To meet urgent basic needs and reduce economic vulnerability and dependence on harmful coping strategies - key contributing factors to GBV in Darfur - the project is delivering multipurpose cash assistance to vulnerable households, distributing hygiene kits, constructing gender-sensitive sanitation facilities, and rehabilitating and upgrading community water supply systems with piped connections. It will be completed at the end of November 2026.
In Ethiopia, the AHP Response by World Vision is addressing critical protection issues over a 24-month period. World Vision, alongside local organisations Gurmuu Development Association (GDA) and Mums for Mums (MfM), are working to enhance the resilience, wellbeing and lives of women and children affected by humanitarian crises in Amhara, Tigray, and Oromia, through strengthening the protection system and improving access to services. The response provides case management and psychosocial services for GBV survivors and people at risk of GBV, as well as risk mitigation and prevention. Multipurpose cash is provided to targeted populations to help them to access services, meet basic needs, and reduce their exposure to protection risks. At-risk children will also have access to case management and referral pathways, and services which empower caregivers and children with positive coping skills and socio-emotional learning through friendly spaces and group activities. The capacity of local stakeholders, including non-governmental organisations, local government and non-formal community structures involved in child protection, are also being developed to support their self-sufficiency and provide sustainable services to affected populations. The response will run until June 2026.
The Role
The review will be a concise and high-level assessment of the AHP partners' approach to addressing protection in contexts involving conflict and large-scale humanitarian needs. It is not anticipated that in-country data collection in Sudan and Ethiopia will necessarily be required - it can be achieved through remote interviews with stakeholders, as well as some inputs into World Vision primary data collection activities in communities.
The AHP Sudan and Ethiopia responses share the following components, which will be a key focus: gender-based violence, mental health and psycho-social services, and child protection services, capacity building of local communities and organisations, and multi-purpose cash assistance.
Objectives of the review include program and sector learning and accountability. Primary users will include the Australian Government's Department of Foreign Affairs and Trade (DFAT), 6 AHP NGO partners and the broader humanitarian sector.
Required Qualifications:
- Significant demonstrated experience undertaking evaluations in the humanitarian sector.
- Academic degree in Evaluation, International Development, GEDSI, Humanitarian Action, or a related field.
- Relevant subject matter knowledge and experience regarding protection.
- High level skills with quantitative and qualitative research and analysis and report writing.
- Highly developed communication skills, including advanced English speaking and writing skills, and proven record of communicating with beneficiaries, including through interpreters.
- Experience in working with international organisations or NGOs, including abiding by their child protection and prevention of sexual harassment, exploitation and abuse policies.
- Demonstrated experience in humanitarian response, knowledge of humanitarian standards (Core Humanitarian Standards, Sphere, Code of Conduct), and understanding/commitment to humanitarian and evaluation ethics.
- Experience of implementing evaluations of Australian Government DFAT funded programs or ability to quickly develop an understanding of DFAT evaluation processes.
- Demonstrated knowledge and/or previous experience of working in Horn of Africa, preferably Sudan or Ethiopia.
