About the Pacific Labour Mobility Support Program

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative of the Australian Government that enables workers from nine Pacific Island Countries (PICs) and Timor‑Leste to work in priority sectors across Australia.

The Pacific Labour Mobility Support Program (PLMSP) supports the Department of Foreign Affairs and Trade (DFAT) and partner governments to ensure labour mobility delivers inclusive, sustainable benefits for workers, employers and national economies, while minimising risks associated with labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.

This Opportunity

The Talent and Organisational Development Manager plays a critical leadership role in shaping and delivering PLMSP’s end‑to‑end talent management approach. Reporting to the Project Human Resources Senior Manager, the role ensures the program has the right capability, leadership depth and workforce mix to meet both current delivery needs and future program demands.

The role has primary accountability for talent acquisition, workforce planning, leadership development and succession planning, underpinned by a strong organisational development (OD) lens that supports people leaders, particularly first‑time managers, and drives the evolution of PLMSP’s leadership capability, organisational design and people systems as the program matures, scales and adapts to changing delivery requirements.

Success in this role requires a genuine interest in international development and a strong desire to deeply understand PLMSP’s purpose, operating context and partnerships across the Pacific and Timor‑Leste, so that talent and organisational development strategies are meaningfully aligned to the program’s unique objectives and delivery environment.

This is a fixed term opportunity till September 2026.

Description

Key Responsibilities

The Talent Management Manager will be responsible for:

  • Partnering with Stream Leads and hiring managers to understand workforce needs and translate program priorities into effective workforce and talent plans across Australia, the Pacific and Timor‑Leste.
  • Leading end‑to‑end talent acquisition, including recruitment strategy, governance and delivery, ensuring high‑quality selection, compliance with Palladium and DFAT requirements, and continuous improvement of recruitment processes and candidate experience.
  • Driving workforce planning, talent pipelines and succession planning for critical roles to strengthen continuity, readiness and organisational resilience.
  • Designing and delivering PLMSP’s leadership development strategy, including leadership programs, workshops, coaching and targeted capability uplift initiatives aligned to program needs.
  • Providing direct support and practical guidance to people leaders at all levels, with a particular focus on first‑time managers transitioning into leadership roles.
  • Setting, monitoring and reporting on talent metrics and KPIs (e.g. recruitment efficiency, pipeline health and leadership development participation), using insights to inform decision‑making and continuous improvement.
  • Leading, coaching and developing team members supporting talent activities, fostering high professional standards and a culture of continuous improvement.
  • Working closely with HR Business Partnering and Risk & Security colleagues to ensure alignment across workforce capability, employment lifecycle governance and duty‑of‑care requirements.
  • Upholding DFAT policies and Palladium’s ethical standards across gender equality, disability inclusion, safeguarding, fraud and anti‑corruption, PSEAH, child protection and environmental and social safeguards.

We Are Seeking an Individual Who Has:

  • A tertiary qualification in Human Resources, Organisational Psychology or a related discipline, or equivalent professional experience.
  • Experience in human resources, talent and organisational development, or workforce capability roles, with exposure to recruitment, workforce planning, leadership development and succession planning.
  • Experience at manager level, with demonstrated responsibility for leading people, managing competing priorities and influencing senior stakeholders.
  • Proven experience designing and delivering talent, leadership or workforce initiatives in complex, multi‑stakeholder environments.
  • Demonstrated ability to partner with leaders to translate workforce and organisational needs into practical, high‑impact talent and capability solutions.
  • Experience supporting people leaders, including first‑time managers, through leadership development, coaching or capability uplift initiatives.
  • Experience working across multiple locations or cultural contexts, ideally within international development or Pacific programs.
  • Strong analytical, communication and stakeholder engagement skills, with the ability to use data and insights to inform decision‑making and continuous improvement.
  • Flexibility to undertake domestic and international travel as required.
