Primary Duties and Responsibilities:
The primary responsibilities of the Finance and Administration Officer, can be broadly described as follows:
- Demonstrate commitment to the contract requirements and service delivery standards for the NCP MASS program.
Accurate and Efficient Program Finance Support
- Process program and reimbursable payments i.e. invoices, payment approval forms, expense claims, reimbursements for program related expenditure ensuring compliance with the Program Management Manual.Respond to queries from internal and external stakeholders regarding program payments i.e. invoices, expense claims, reimbursements and manage payments in line with program payment terms.
- Ensure all payment documentation is approved in line with the Program Delegation of Authority Matrix, assigned correct work breakdown structure cost code and submitted to Accounts Payable in a timely manner.
- Assist finance team and Finance Manager with reconciliation of financial data, financial reporting and internal and external audits.
- Maintain organized and accessible project financial records. Monitor and respond to emails received to the NCP Finance inbox.
- Contribute to the continuous improvement of finance and administration systems and processes. Perform any other duties as assigned or directed by the Finance Manager and Contract Manager.
Support Scholarships and Mobility Funds Management
- Process weekly scholar payments and third-party payments including domestic, international and foreign currency ensuring all payments are accurate and comply with the Program Management Manuals and NCP Fund Account SOP.
- Prepare monthly stipend payments for scholars and process payments on the 15th of each month. This includes investigation of variances, trouble-shooting issues and preparation of recommendations to the Senior Coordinator, Systems and Information to send to Manager, Scholarship, NCP Project Director for evaluation and approval before payment.
- Disperse payments to universities for the mobility funding rounds including entering invoices into the financial system, processing payments to universities from the mobility commonwealth funds bank account.
- Ensure weekly scholar payments documentation is approved, processed and accurately recorded into the relevant financial management system in a timely manner.
- Provide support to the internal and external audit of fund accounts.
- Support design and implementation of new funds account management and payment processes emerging from policy and program reforms and system updates.
Reporting Requirements
Reporting requirements may include but are not limited to:
- Attendance at client and team meetings, other requested meetings with stakeholders
- Regular (minimum of monthly) one to one meetings with your line manager on the status of personal performance, career development discussions and any other matters.

Relationships
The FAO reports to the Finance Manager, NCP MASS and is a member of the Contract and Finance functional area. The role will work closely with the Finance Manager, Contract Manager and members of the broader team. Furthermore, will liaise directly with a range of stakeholders including service providers, suppliers and consultants.
Authority Levels
The role carries a moderate degree of autonomy and isresponsible for providing accurate and efficient finance and administrative support services for the NCP MASS program.
Required Qualifications:
Essential
- Formal education or training in or bachelor level degree in either business, project management or commerce;
- Relevant hands-on experience in program finance and administration, preferably with the Australian Government or University sectors;
- Demonstrated strong financial administration skills;
- Demonstrated effective stakeholder engagement experience with a wide range of stakeholders;
- Demonstrated strong analytical thinking and pro-active problem solving;
- Excellent organisational and computer skills especially with MS Word and Excel;
- Excellent interpersonal skills;
- Proven strong written and verbal communication skills;
- Fluency in English; and
- Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context.
