The Welfare Officer will be responsible for:
- Lead strategic planning for the PNG LMU Welfare work plan, contribute to broader LMU/PMU/PLMSP planning, and build a “Community of Care” model with domestic referral pathways.
- Strengthen welfare systems by reviewing/developing SOPs, establishing family support mechanisms, and supporting mobilisation and reintegration with key stakeholders.
- Coordinate welfare case management and escalations with DEWR, employers, CLOs, workers, families, and communities, ensuring consistent and proactive support across regions.
- Provide strategic guidance to CLOs, including pastoral visits and engagement with Australian support services such as health insurance, tax/super clinics, and wellbeing providers.
- Deliver timely welfare reporting, lead trend analysis of welfare incidents, and recommend interventions in collaboration with CLOs and MERL.
- Coordinate welfare-related training for LMU staff, Hub Coordinators, and ecosystem stakeholders, ensuring GEDSI and child protection principles are embedded.
- Build partnerships with government, private sector, CSOs/faith-based groups, ensure compliance with DFAT policies, uphold integrity standards, and advocate for welfare and wellbeing across labour mobility.
We are seeking an individual who:
- Tertiary qualifications or relevant work experience, in a relevant discipline, such as social work, human services, social/behavioral sciences, community services.
- Minimum 5 years' work experience in planning, leading and case management. Background or experience in working in migrant settlement, family support programs or services is an advantage.
- Demonstrated knowledge and understanding of case management frameworks and critical incident management.
- Experience of working in Papua New Guinea (PNG) with a strong understanding of local and international welfare and safeguarding concepts, and program delivery/implementation.
- Possession of a strong practice and professional judgement framework, including highly developed risk assessment and intervention planning skills.
- Demonstrated relationship management skills, including the ability to work across a broader team and with external stakeholders.
- Ability to work independently and demonstrate sound judgement. This role requires individuals that are willing to forge relationships, prioritise activities and are able to proactively progress tasks with minimal supervision.
- Highly developed organisational skills, agility and the ability to balance and prioritise multiple tasks, and work well under pressure.
