The Role
We are currently seeking expressions of interest for consultants or consultancies to play a vital role in the success of DT Global’s Pacific Australia Skills programme in Vanuatu.
DT Global invites expressions of interest from suitably qualified individual consultants and consultancy firms to join a technical assistance pool/panel supporting the implementation of the Pacific Australia Skills program in Vanuatu. Consultants engaged through this panel will contribute to the delivery of a transformative, locally led national skills development agenda aligned with:
· Vanuatu’s National Sustainable Development Plan (NSDP) 2016–2030
· Vanuatu’s National Skills Development Policy 2024–2030
· Pacific Australia Skills’ End-of-Program Outcomes in system strengthening, training for employment, and regional collaboration and cross-country learning
Areas of Expertise Required
We are seeking consultants with deep technical expertise and demonstrated experience working in Vanuatu or the Pacific in one or more of the following areas.
- Skills Systems Strengthening, Governance & Financing
- Strengthening national PSET/Skills Development policies, regulatory frameworks, and quality assurance
- Skills and training system coordination and governance, including Provincial Government Training Boards (PGTBs)
- Provider Capability, Quality Assurance & Digital Transformation
- Institutional governance, leadership development, and strategic planning
- Quality management systems (QMS) and support to meet Vanuatu Qualification Authority (VQA) accreditation requirements
- Curriculum, Training Product Development & Delivery
- Development of sector-specific qualifications, skills sets and training packages for Vanuatu context
- Training and assessment product development
- Pathways to Employment, Foundational & Future-Ready Skills
- Pathways to employment, industry partnerships, apprenticeships, and on-the-job training
- Language, Literacy and Numeracy (LLN) and digital literacy frameworks
- Inclusion, Safeguards, Climate Resilience & Learning in Skills Development
- Gender equality, disability inclusion, youth participation, and social inclusion strategies
- Child protection, PSEAH, and safeguards risk assessment and mitigation

Expressions of Interest or Submission Requirements

· Curriculum Vitae (CV) or Organizational Profile
o Individual consultants: A current Curriculum Vitae (max 3 pages)
o Consultancy firms: A short organizational profile, plus CVs of proposed key personnel.
· Statement of Expertise and Relevant Experience
Applicants should provide a brief written response (1–2 pages) outlining how their skills and experience align with one or more of the Areas of Expertise Required. This statement should:
o Clearly identify the specialist area(s) the consultant or firm wishes to be considered for.
o Summarize relevant assignments delivered in Vanuatu, the Pacific region or similar contexts.
o Highlight technical strengths, sector knowledge, and any experience collaborating with government, training providers, industry, or regional bodies as well as embedding inclusion, climate resilience, and locally led development.
