Program Background
The Southeast Asia and Australia Government Partnerships program (SEAG2G) supports a shared vision for a peaceful, stable and prosperous region. Government partnerships facilitate connections between public institutions across Southeast Asia and Australia to share knowledge and build policy and technical capability between trusted peers. Through deeper collaboration, governments can tackle shared challenges and create enduring, inclusive opportunities for economies, the climate and our diverse and vibrant communities.
SEAG2G provides resources to deepen and broaden relationships between Australian and Southeast Asian countries across four thematic priorities:
- Climate change and energy transition
- Education and skills
- Sustainable agriculture and food security
- Effective and inclusive public institutions
The two outcomes of SEAG2G include:
- Broader and deeper partnerships between Australian and Southeast Asian government institutions in targeted areas of mutual interest.
- Southeast Asia Government Entities improve policy and practice in identified thematic priority areas in support of economic and social development.
Gender equality, disability and social inclusion (GEDSI) are important priorities for SEAG2G. The program’s approach to GEDSI seeks to ensure that people in all their diversity benefit from SEAG2G activities through the identification and addressing of key GEDSI issues relevant to the program’s sectoral themes and activities.
SEAG2G is led by the Australian Department of Foreign Affairs and Trade (DFAT) Office of Southeast Asia, with DT Global as the managing contractor. The program works across Australia and Southeast Asia.

The Role
The Partnerships Lead will oversee the engagement with selected Australian government agencies. They will employ strong diplomatic, interpersonal and collaborative skills to work with officials, understand their perspectives and concerns, while also effectively communicating and advocating for alignment with other government agencies and departments. They will work with agencies to develop and implement activities and workplans, drawing on SEAG2G’s design, partnership brokering, procurement and logistics, monitoring and evaluation and GEDSI capabilities as required. They will support officials to engage effectively with their counterparts in Southeast Asian government agencies.
Partnerships Leads may also play designated ‘focal point’ roles on cross-cutting issues across the SEAG2G Implementation Team, in line with individual experience/expertise. These could include: gender equality and disability equity (with the Head of GEDSI and MEL); and climate and localisation mainstreaming (with the Leadership Team) or other issues as identified.
Key Responsibilities
· Lead relationships with a sub-set of Australian government agencies engaged under the program. This includes acting as the first point of contact, maintaining information on the status and progress of individual partnerships, managing or supporting activity implementation as needed, and ensuring timely engagement by other parts of the SEAG2G Implementation Team.
· Identify, outreach and scope potential program partnerships between Australian officials and their Southeast Asian counterparts. This includes negotiating Agreements between DFAT and Australian government agencies as the basis of those partnerships, and supporting the production of workplans as required.
· Establish regular communication mechanisms with Australian agencies that ensure SEAG2G and DFAT receive updates on agency planning, that agency staff are aware of SEAG2G developments, as well as the activities of other Australian agencies.
· Coordinate and ensure inputs from across the SEAG2G Implementation Team to ensure appropriate consideration of GEDSI, MEL, communications and public diplomacy, risks and safeguards and other issues, during planning and through implementation, in line with established SEAG2G processes.
· Working with the Operations Support Team (and others as required), support the implementation of agreed activities under Australia-Southeast Asian government partnerships. This may include participating in events, liaising with agencies for logistics details, and ensuring safeguarding guidance is provided.
· Working with the Finance Manager, provide input for program budget updates and forecasting.
· With the GEDSI and MEL team, support MEL data capture for partnerships and activities, for quality reporting of progress towards agency and SEAG2G program outcomes.
· Support collaboration and learning across Australian agencies through delivery of learning forums, training, and other sharing events; and development of communication products.
· As dedicated ‘focal points’ on defined cross-cutting issues, work with the relevant member of the Leadership Team to understand, apply and (over time) update relevant SEAG2G strategies, approaches and guidance across the range of AGE partnerships
· As a member of the SEAG2G team, contribute to: program strategy development and work planning; integration of GEDSI, First Nation perspectives, environmental considerations and other cross-cutting issues; fostering of a collaborative team; and measurement of results and production of reports.

About You
· At least 5 years of relevant experience, for instance in the Australian Public Service (APS) or supporting program implementation in a similar role, preferably in a DFAT-funded development program
· Strong communication skills, including both written and verbal English language skills, the role will involve significant drafting, attention to detail and editorial skills.
· Experience working with Southeast Asian and/or Australian government agencies. Specific experience related to the SEAG2G thematic focus areas is an advantage.
· Experience supporting data collection and MEL.
· Proficiency in the use of MS Office Suite of programs, client relationship management (CRM) systems and/or other project and information management software.
· Demonstrated experience working effectively as part of a dispersed team with a variety of stakeholders.
· Experience applying safeguarding principles.
· Commitment to advancing gender equality, disability equity and rights, and social inclusion.
· Highly developed interpersonal and relationship management skills, ideally including experience working with Southeast Asian government officials.
· Experience negotiating government or private sector partnerships and driving multi-stakeholder collaborations, including an understanding of partnership brokering principles.
· Strong project management and organisational skills to ensure activities remain on track and that collaborative initiatives progress smoothly.
· Highly developed interpersonal and cross-cultural skills and an instinct for collaboration, working within complex institutional structures.
