Program Background

DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.

APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. APLJ will focus on three End of Program Outcomes (EOPOs):

EOPO 1 – Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.

EOPO 2 – Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.

EOPO 3 – Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

The Role
The Director will lead APLJ’s strategic approach to achieving EOPOs 2 and 3, overseeing a program team to implement Annual Work Plans in close collaboration with up to 15 Law and Justice agency partners. The Director will work in close collaboration with these partners to co-develop programmatic interventions, ensuring alignment with GoPNG law and justice priorities and APLJ’s programmatic objectives, intended outcomes and cross-cutting priorities – addressing GBV, Sorcery-Accusation Related Violence (SARV), and corruption.

About You

Qualifications and Experience

·       Tertiary qualifications in law, public policy, governance or related area.

·       Over 10 years of experience in implementing international development programs in the areas of law and justice, governance, institutional strengthening, gender and social inclusion, or similar areas.

·       Technical expertise in rule of law, law and justice issues, institutional strengthening, policy reform, anti-corruption, or similar areas.

·       Experience in work plan development, activity design, budget execution and financial management, working within sound MERL systems and using evidence for adaptive management and decision-making.

·       Experience managing large-scale, multi-stakeholder programs in complex operating environments.

·       Over 5 years of experience in a people-management, supervisory or line management role.

·       Knowledge and understanding of the law and justice system in PNG, at the national and subnational levels.

·       Demonstrated experience strengthening institutions, systems, counterpart capabilities and those of program personnel, preferably in PNG or similar context.

·       Ability to question and understand complex problems, facilitate collaborative solutions and promote PNG involvement and ownership.

·       Commitment to quality assurance and client service.

·       Well-developed leadership, interpersonal and cross-program collaboration skills. 

·       Well-developed written and verbal communication skills.
