Key Responsibilities
The Risk and Security Manager will be responsible for:
- Developing, maintaining and regularly reviewing project risk registers.
- Establishing and maintaining effective security arrangements across all project locations, including SOPs, manuals, equipment and protective measures.
- Conducting risk assessments related to work and travel across the region and advising on appropriate mitigation measures.
- Coordinating the development, review and implementation of security manuals and location‑specific security processes.
- Coordinating responses to security incidents, natural disasters and civil disorder in collaboration with the Senior Leadership Team.
- Working with in‑country teams to ensure adherence to security and safety SOPs, including staff onboarding briefings and visitor security inductions.
- Designing and delivering security and safety briefings, training and monthly security review processes.
- Monitoring the operating environment and advising teams of risks that may affect operations.
- Overseeing First Aid, fire safety and other training relevant to country‑specific risks.
- Supporting investigations related to risk, safeguards, security or fraud.
- Promoting inclusive, culturally sensitive, gender‑aware and safety‑focused practices.
- Managing DFAT risk identification, mitigation and reporting processes.
- Applying strong judgement, integrity and adherence to DFAT and Palladium standards and policies.
We are seeking an individual who:
- Brings strong foundational experience
- Has demonstrated experience establishing and embedding OHS practices.
- Can work effectively with multiple stakeholders to facilitate risk, security and OHS activities across geographically dispersed teams.
- Possesses strong strategic and analytical capability, with the ability to write clear policy, SOPs and approach documents.
- Brings deep experience in risk management in the Pacific and Timor‑Leste, with a strong understanding of regional contexts.
- Is able to strengthen and coordinate a network of in‑country focal points to deliver consistent risk, security and OHS outcomes.
- Has experience developing capacity‑building resources and delivering training for diverse audiences.
Demonstrates strong skills and competencies
- Excellent analytical, problem‑solving, written and verbal communication skills.
- Demonstrated proficiency with key office productivity tools, including Microsoft Teams and SharePoint for collaboration, and strong skills in Word and Excel.
- Ability to work independently and collaboratively, with close attention to detail.
- Understanding of regulatory requirements, industry standards and applicable laws, and proficiency with risk management or compliance tools/software.
- Capacity to handle confidential information with discretion and think proactively about emerging risks.
- Strong knowledge of the Pacific region and experience working in multidisciplinary, multicultural environments.
Qualifications & Experience
- Tertiary qualifications in a relevant discipline or equivalent combination of education and experience.
- Minimum 10 years’ progressively responsible experience in security management, preferably in a development context and within donor‑funded programs.
