Salary: AUD$100-$110K plus super, commensurate with skills and experience
Location of Position: Melbourne strongly preferred, but will consider strong candidates based in Canberra
Reporting to: Operations Manager
Citizenship: This position is open to experienced candidates who have current full working rights in Australia
Language Requirements: Proficiency in English (reading, writing, speaking) is required. Proficiency in other languages is considered an asset.

About the work
The Program Manager will work alongside our Operations Team and act as a senior operational counterpart in supporting our company’s continuous growth. The role’s primary responsibility will be providing day-to-day corporate support for projects and consultancy contracts.  The role reports to Alinea’s Operations Manager. 

The Role 
Key duties and responsibilities: 

  • Primary responsibility for corporate support to programs and consultancy contracts, working closely Contractor Representatives, Team Leaders and program teams to ensure timely, DFAT-appropriate, and value-for-money delivery across proactive and demand-driven tasking
  • Supporting financial reporting, budget monitoring, expense management, preparing client invoices and substantiation.
  • Recruitment and onboarding support for program team members, including coordination of due diligence and security checks.
  • Supporting supplier management, including subcontracting, compliance and due diligence, payment processing.
  • Stakeholder engagement, including liaison with DFAT, project staff, and suppliers to support delivery and escalation processes.
  • Risk management, including maintaining and updating operational risk registers, and escalating risks in line with DFAT and Alinea requirements.
  • Support program compliance with DFAT and Alinea policies and procedures including PSEAH, Child Protection, Environmental Protection, Modern Slavery, Fraud, Anti-Corruption, Anti-Bribery, Conflicts of Interest and sanctions screening and support internal and external audits as required.
  • Ensure all program records are maintained consistent with DFAT requirements, including contract documentation, tasking records, financial data and performance evidence.
  • Liaising with client contacts on deliverables and requirements in coordination with technical leads.
  • Providing general support and advice to staff on policies and procedures and contributing to continuous improvement of operational systems and processes.
  • Supporting organisational culture by modelling collaborative, inclusive and accountable ways of working.
  • Supporting organisational administrative processes.
  • Other duties as required. 


Required Qualifications
Mandatory: 

  • At least 7 years’ experience in project management or a similar role in the international development sector
  • Exceptional organisational skills
  • Advanced writing skills
  • Experience working with ERP systems, project management, or other data management tools to support financial, contract and performance tracking.
  • Substantial experience with Microsoft 365, including Excel skills
  • Experienced in overseeing finances, operations, budget, procurement, contracts, logistics, risk management, and recruitment for donor-funded programs including DFAT or similar government donors. 

Desirable: 

  • Experience with a diverse range of IT systems and tools, and ability to pick up new ones quickly
  • Experience supporting recruitment and onboarding processes for dispersed and diverse teams
  • Experience providing staff/HR support to a dispersed project team
  • A relevant tertiary qualification
  • Skilled in risk identification, assessment, and mitigation
  • Proficient at prioritising tasks, organising workflow under tight deadlines, multitasking, and adapting to shifting priorities
