Summary

The Australia Solomon Islands Partnership for Justice (ASIPJ) continues Australia’s long-running support to the Solomon Islands. The goal of the Program is that Australia and Solomon Islands partner to promote peace, safety and socio-economic development by strengthening law, justice, and security services in Solomon Islands. In pursuit of this goal, the objective of ASIPJ is that Australia will support security and justice partners to contribute to safer communities in Solomon Islands. In pursuit of this goal, the program is structured around two End of Program Outcomes (EOPOs):

  • EOPO 1: SIG agencies have improved capacity to perform their core functions and to enhance access to justice.
  • EOPO 2: SIG agencies are increasingly sensitive and responsive to the needs of women, girls and others vulnerable to family and sexual violence

The ASIPJ Program works closely with the Solomon Islands Government (SIG) to enable agencies to maintain delivery of their existing, core activities while clearly identifying and engaging with fundamental problems and critical issues affecting their ability to contribute to stability and offer access to justice for citizens.

ASIPJ aspires to be locally led, problem-oriented and learning driven. It is pragmatic, practical, and adaptable, mainstreaming gender equality, disability and social inclusion (GEDSI). Deloitte is the Managing Contractor and Adam Smith International provides the Operations Hub. 

Role Overview

The Deputy Team Leader (DTL) is a senior leadership role responsible for the day-to-day activity management and technical oversight for ICT, Cyber, and Borders. The DTL supports the Team Leader in strategic engagement, technical delivery, and performance management, and plays a critical role in overseeing security-related strategy and delivery (i.e. digital transformation, cyber security, and border security, including collaboration with relevant Ministries, agencies and stakeholders. The DTL will also be required to support the TL in justice-related strategy and delivery.

The DTL will be required to collaborate closely with personnel from DFAT, SIG, Deloitte, and ASI. The DTL may act on behalf of the Team Leader during absences or as delegated.

 

Description

Key Responsibilities
 

Strategic Leadership and Implementation
•    Support the Team Leader in shaping and implementing ASIPJ’s strategic direction, including contributing to the development of Annual Work Plans, EOPO alignment, and adaptive programming. 
•    Lead specific thematic portfolios as a technical specialist (e.g. Cyber/IT, Border Security, GEDSI) and ensure their integration into broader program strategy.
•    Act as a lead technical adviser when required, offering policy and change management support.
•    Provide flexible, context-sensitive advice to SIG partners and ASIPJ stakeholders.
 

Program and activity Management
•    Lead daily delivery of ASIPJ, including activities and oversight of advisers and technical staff.
•    Manage performance assessments and reporting obligations such as APAs. 
•    Ensure effective coordination across justice sector agencies and operational teams.
•    Support the Team Leader in engagement with DFAT, SIG, and other stakeholders.
•    Represent ASIPJ in technical working groups, inter-agency coordination meetings, and donor forums. 
•    Build and maintain relationships with SIG counterparts, especially in ICT, border security, and justice agencies. 
•    Facilitate collaboration between ASIPJ advisers and SIG partners to ensure locally led solutions.
•    In collaboration with the Team Leader, coordinate with DFAT, partner agencies, program partners, and relevant stakeholders to drive the effective implementation of program activities, including alignment and collaboration with relevant DFAT funded programs. 
 

Technical Oversight
•    Lead the development and review of adviser work plans and quarterly reports. 
•    Conduct regular performance reviews and facilitate peer learning across the adviser cohort. 
•    Ensure technical outputs are aligned with program outcomes and quality standards.
•    Provide leadership and coordination for ASIPJ’s Cyber and IT initiatives.
•    Liaise with SIG ICT Services and the Digital Transformation Division within the Office of the Prime Minister and Cabinet to support system implementation and capacity building.
•    Coordinate ASIPJ’s support to border security initiatives in collaboration with relevant SIG line agencies.
 

Strategic Communications and Public Diplomacy
•    Lead the development and updates to the Programs Strategic Communications and Public Diplomacy Strategy, including oversight of events, media releases, and social media platforms. 
•    Coordinate with DFAT to organise events and communications messaging in accordance with their strategy and guidelines. 
 

Gender Equality, Disability, and Social Inclusion 
•    Ensure an inclusive and collaborative approach in the delivery of the Programs activities. 
•    Oversee the delivery of GEDSI activities and the Program’s GEDSI Action Plan. 
 

Monitoring, Evaluation, Reporting, and Learning 
•    Co-lead the preparation of Annual Plans, Six-Monthly and Annual Progress Reports. 
•    Contribute to the Monitoring, Evaluation, Research and Learning (MERL) Framework and ensure data collection from advisers and partners. 
•    Lead the drafting of thematic reports (e.g. Cyber/IT, Border Security, GEDSI) for DFAT and SIG.
 

Other 
•    Management of the STAs and LES GEDSI, MERL, Communications, and Professional development personnel.
•    Support the recruitment, onboarding, and mentoring of new advisers and staff. 
•    Ensure that core program documentation is appropriately stored and accessible in the ASIPJ Filing System. 
•    Lead internal ASIPJ Personnel meetings and ensure alignment between technical and operational teams, and across LTA, STA, and LES personnel. 
•    As required, Vet and approve expenditures within delegated authority in accordance with ASIPJ guidelines. 
•    Ensure compliance with ASIPJ’s Operational Manual, Security Plan, ASI Policies, and DFAT policies.
