About Pacific Labour Mobility Support Program     

The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.  

Timor Leste Scale Up

Prime Minister Anthony Albanese and Timor-Leste Prime Minister Xanana Gusmão released a joint statement on 21 December 2024 announcing bilateral funding of nearly A$50m (A$48.6m) for the Timor-Leste-Australia Labour Mobility and Skills Partnership, to equip Timorese workers with job-ready skills and provide them with more employment opportunities. The Partnership will help contribute to long term economic growth for Timor Leste and will assist the country to achieve its target of 10,000 workers in the PALM scheme by 2027-28.

Description

This Opportunity  

The Reintegration Manager will be responsible for will support activities in Australia and Timor-Leste that improve reintegration outcomes for returning PALM workers and their families. This will include designing, planning, coordinating, managing, facilitating, brokering and delivering support to Timor Leste ecosystem partners, PALM workers and their families, and Australian Approved Employers.  

This is a fixed term opportunity required to September 2028.

The Reintegration Manager will be responsible for:  

  • Build strong relationships with Timorese and Australian businesses, government agencies, and delivery partners to enable effective reintegration solutions.
  • Design, procure, and implement social and economic reintegration activities aligned with the Timor-Leste Scale Up Plan, improving outcomes for returning PALM workers and their families.
  • Work closely with SEFOPE officers and local actors to strengthen reintegration efforts and advocate for policies that support sustainable, locally led solutions.
  • Partner with the PLMSP Reintegration Team to exchange lessons and ensure programs balance economic and social benefits while mitigating risks.
  • Evaluate reintegration activities for impact and introduce innovative approaches using AI, data, and technology to enhance delivery.
  • Train, coach, and support junior colleagues, fostering clarity, resilience, and a culture of continuous improvement and constructive feedback.
  • Promote a positive work environment through effective communication, conflict resolution, and strong stakeholder engagement.

We are seeking an individual who:  

  • Tertiary qualifications in a relevant discipline such as, but not limited to, social impact, human services, migrant resettlement, economic development, community services or international and community development, or an equivalent combination of relevant experience and/or education.
  • Minimum seven (7) years’ experience in relevant programs.
  • Experience working with Timorese communities.
  • Demonstrated understanding of GEDSI concepts and approaches.  
  • A strong understanding of labour mobility, particularly worker and family social and economic reintegration issues in Timor-Leste and/or the Pacific including associated challenges and complexities. 
  • Excellent interpersonal skills and a demonstrated ability to build respectful, productive, and sustainable working relationships with a wide range of internal and external stakeholders in cross-cultural contexts to achieve results (including partner governments, civil society, the private sector, Australian government and broader PLMSP team). 

  • Strong ability to prepare accessible, quality written reports and to present findings to a wide range of stakeholders.

  • Excellent organisational and project management skills, including an ability to initiate and follow up tasks, work independently, and prioritise and monitor progress.
