Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia's large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program's core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia's previous 19 years of support to Indonesia's decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role

The Data-Driven Planning and Programming Specialist will provide technical inputs and support to SKALA and its government counterparts, particularly BAPPENAS, in driving the reform of social inclusion programs through the utilization of socio-economic data and the SEPAKAT system.  The Consultant will also support efforts to ensure accessible data through SEPAKAT and its effective utilization for pro-poor and inclusive development planning and budgeting, in line with the national long-term and medium-term development strategies.

About You

Specific Responsibilities

  • Provide technical inputs on the utilization of socio-economic data through digital analytical platform (SEPAKAT) for national program development related to basic services and social protection.
  • Provide technical inputs on the design of socio-economic data utilization for specific program implementation, particularly for the President’s priority programs and social protection interventions targeting poor and vulnerable groups, including persons with disabilities, the elderly, and out-of-school children.
  • Provide technical inputs on the use of integrated data analysis to sharpen the targeting of beneficiaries for adaptive social protection, including sea-level-rise analysis, climate vulnerability analysis, and MSS analysis.
  • Provide technical inputs and facilitation to government counterparts in the development of national planning documents, including annual plans addressing the utilization of national unified socio-economic data (DTSEN) for policies and programming.
  • Provide technical inputs and facilitation on the design and implementation of social protection programs, particularly in Tanah Papua as part of 10 priority provinces in addressing poverty reduction.
  • Support the program governance arrangement under the GEDSI Working Group
  • Perform any other task as required by Supervisor.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  • Documented technical inputs to the utilization of current socio-economic data (DTSEN) through digital analytical platform (SEPAKAT) for planning and budgeting as well as for services.
  • Documented technical inputs on the design of socio-economic data utilization for specific program implementation.
  • Documented technical inputs on the use of integrated data analysis to sharpen the targeting of beneficiaries for adaptive social protection.
  • Documented technical inputs and facilitation provided to government counterparts in the development of national planning documents, including annual plans.
  • Documented technical inputs and facilitation on the design and implementation of social protection programs, particularly in Tanah Papua.
  • Documented support and facilitation of the program governance arrangement under the GEDSI Working Group.

Relationship Management

The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

Selection Criteria

Essential

  • Bachelor’s degree in Development Studies or other related Social Sciences, with a minimum 5 years of relevant experience in the utilization of socio-economic data and the use of analytical platforms (e.g. SEPAKAT).
  • Experienced in facilitating multi-stakeholder collaboration in program development addressing the needs of poor and vulnerable groups at the national and sub-national levels.
  • Strong knowledge of recent national and local policies on national and regional planning, as well as village planning.
  • Strong knowledge of poverty reduction policies, programs, including social protection and targeting.
  • Has knowledge of 10 priority provinces for poverty reduction program targeting, including Tanah Papua.
  • Strong reporting and writing skills.
  • Excellent interpersonal skills, and strong written and verbal communication skills.
  • Ability to work both independently and as part of a team to achieve goals.

Preferred

  • Experienced working on community development projects involving government and development partners, especially related to basic services provision and social protection for people with disabilities.
  • Experienced working with Government of Indonesia
