Description

Background

The Solomon Islands-Australia Partnership for Governance (Governance Partnership) is a development assistance initiative funded by the Australian Government Department of Foreign Affairs and Trade (DFAT) and managed by Abt Global. The Governance Partnership commenced in 2022 and will conclude on 30 June 2027.

To ensure the safety, protection and wellbeing of its personnel, the Governance partnership requires the provision of high-quality residential security services in select personnel residences in Honiara. These services are essential to mitigating security risks and ensuring continuous, professional guard coverage at multiple locations, 24 hours per day, 7 days per week.

Services required

The contractor will be required to provide static guarding services at designated residential premises across Honiara. Security companies are expected to demonstrate strong organisational capacity, including:

  • Robust human resources management disciplinary procedures.
  • Reliable operational and transport systems.
  • Sound financial business practices.
  • Comprehensive security guard training.
  • Consistent supervision and quality assurance measures.

Service Period: 01 January 2026 – 30 June 2027

Minimum Service Requirements

The Contractor shall:

  1. Provide an eight-hour-, three-shift rotation security service, comprising:
  • Morning shift: one guard (08:00-16:00)
  • Afternoon shift: two guards (16:00 – 00:00)
  • Night shift: two guards (00:00 – 08:00)
  • Total requirements: six (6) guards, including relief cover.
  1. Supply guards who:
  • Are fully equipped, appropriately uniformed, and trained.
  • Understand their duties, emergency response procedures, and reporting obligations.
  • Comply with all instructions from Abt Global/Governance Partnership and residents.
  1. Provide ongoing supervision of guards, ensuring:
  • A minimum of 3 site checks per week during both day and night shifts.
  • Supervisors promptly rectify identified issues.
  • Breaches of conduct are reported to Abt Global/Governance Partnership within 24 hours.
  • Maintain flexibility to adjust guard numbers, shift lengths or property allocations, as requested in writing by Abt Global/Governance Partnership.

Standards of Conduct and Performance

All guards must adhere to the General Security Duties and Security Guard Code of Conduct, including:

  • Preventing unauthorised entry, property damage, and unsafe activity.
  • Remaining alert, punctual, courteous, and professionally presented.
  • Conducting regularly patrols and maintaining accurate logbooks.
  • Refraining from inappropriate behaviour, e.g., smoking, drinking alcohol, taking illicit drugs, chewing betel nut).
  • Maintaining a secure site at all times, including locked gates and functioning lighting.

Security guards and their ancillary personnel are expected to adhere to Abt Global and DFAT’s child protection and PSEAH policies.

List of Deliverables

The Contractor shall deliver:

  1. Provision of trained and equipped residential security guards in accordance with the shift schedule and standards outline above.
  2. Supervisory monitoring reports demonstrating:
  • Regular site visits (minimum 3 times weekly per site, day and night)
  • Issues identified and corrective actions taken.
  1. Incident reporting, including:
  • Lo9gbooks for each site.
  • Immediate notification of major incidents.
  • End-of-shift summaries of minor and major occurrences.
  1. Compliance documentation, including:
  • Evidence of guard training.
  • Evidence of guard remuneration meeting required minimum hourly rates.
  1. Emergency and escalation response procedures, including ability to deploy reinforcements and liaise with RSIPF as required.

Payment schedule

Payment will be made:

  • Monthly in arrears, and
  • Upon submission of a valid invoice accompanied by required supporting documentation, e.g., timesheets, monitoring reports, incident summaries, proof of payment for NPF contributions, tax remittances to IRD, and any other documentation reasonably requested by Abt Global.

RFQ response requirements

Respondents wishing to participate in this RFQ process should submit their response by the closing date specified above by email to solomon.procurement@asipgov.org .

RFQ responses should include the following:

  1. Proposal detailing how the goods/ services will be required and the supplier experience relevant to the requirements including a pricing template on different shifts per guard, per hour.
  2. Cost proposal in Solomon Islands Dollars (SBD) for the provision of the requested goods/ services including any and all associated costs;
  3. Respondent details including:
  • Company/ organisation registration documentation (must be for the entity the organisation will contract with if successful). Copies of
  • Nominated representative for the RFQ
  • CVs of personnel nominated to deliver the services
  • Certificates of currency for public liability, professional indemnity and workers compensation insurances
  • Details of any conflicts of interest that exist or could be perceived to exist in relation to this RFQ and/ or any contract. If there are no conflicts of perceived conflicts please state that no conflict exists.

Standard terms and conditions

  1. This Request for Quotation (RFQ) is an invitation to treat and shall not be construed, interpreted, or relied upon, whether expressly or implied, as an offer capable of acceptance by any professional, firm or organisation or as creating any form of contractual, quasi-contractual, restitution or other relationship.

  2. No binding legal relationship will arise out of this process until execution of a contract with the preferred respondent.

  3. Each respondent to the RFQ is expected to be fully informed of all aspects of the work required to be performed.

  4. The respondent agrees that participation in any stage of the RFQ process is at the respondent’s sole risk and cost.

  5. Abt Global, at its discretion, may discontinue this RFQ, decline to accept any quotation, decline to issue any contract or satisfy its requirement separately from this RFQ process.

  6. All potential respondents must have appropriate insurance cover as a condition of submitting a quotation. 

  7. In evaluating each response, Abt Global will have regard to:

    1. the evaluation criteria; and

    2. the overall value for money proposition presented in the bid submission.

  8. As part of, and in addition to the evaluation process, Abt Global may:

    1. require clarifications and/or presentations from respondents at any time during the evaluation process; and

    2. conduct reference checks (including site visits, if relevant) on respondents. 

  9. The respondent, if appointed, must at all times, identify, comply with and exercise all necessary, duties and precautions for the health, safety and security of all persons including the respondent’s employees, subcontractors, subcontractor’s employees, employees of Abt Global and other persons who may be affected by the delivery of the contract work.

  10. The respondent will inform itself of all workplace health, safety and safety duties, codes of practice, policies, procedures or measures applicable to the services. The respondent must comply with any and all directions by or on behalf of Abt Global relating to safety and security. 

  11. The successful respondent must have appropriate child protection policies in place and/or be willing to comply with Abt Global and DFAT’s latest Child Protection Policy. The successful respondent should be aware of the DFAT Preventing Sexual Exploitation, Abuse and Harassment Policy. The successful respondent may be required to submit additional documents in relation to these policies.
