About PNG-Australia Strongim Wok Long TVET (SWLT)
The Papua New Guinea (PNG)–Australia Strongim Wok Long Technical and Vocational Education and Training (SWLT) program is a new Australian Government investment that will be working in partnership with PNG to strengthen its technical and vocational education and training (TVET) sector. Aligned with PNG’s national priority to build an educated and skilled workforce for resilient economic growth, SWLT aims to enhance the quality, relevance, and inclusiveness of skills development. The program will work closely with TVET stakeholders and select technical colleges to grow the number of skilled individuals with industry relevant skills.    

This Opportunity
As Infrastructure Investments Lead you will be responsible for managing SWLT infrastructure investments in collaboration with selected TVET institutions, ensuring alignment with program objectives, delivery timelines and investment compliance.

In summary, this will include: 

  • Developing infrastructure scope of works and project briefs in consultation with TVET institutions and other key stakeholders, and applying knowledge of construction, authority and statutory requirements
  • Managing procurement processes and ongoing vendor contract management in alignment with Australia’s Commonwealth Procurement Rules
  • Overseeing construction and contractor performance, including conducting site visits and quality assurance, ensuring work is being carried out to the specified scope and within agreed timelines, mitigating and responding to risks and issues as they occur
  • Engaging technical experts, communities, and local authorities to ensure inclusive, compliant and locally appropriate project design
  • Monitoring budgets and reporting on financial performance in-conjunction with SWLT finance and operations team members
  • Ensuring contractors adhere to and report on appropriate infrastructure safeguards, including health, safety and environment, sexual exploitation, abuse and harassment, gender equality and gender-based violence prevention, child protection, and modern slavery
  • Embedding program-specific systems and processes for identifying infrastructure works, prioritisation and monitoring within TVET stakeholder systems and staff
  • Contributing to SWLT public diplomacy and MEL efforts as they relate to the infrastructure projects
  • Promoting and advocating for gender equality, disability and social inclusion and SWLT principles throughout infrastructure activities.

About you
You will have experience in:

  • Program and contract management with an ability to initiate and manage program activities in a development context, and with deep understanding of financial management and compliance requirements
  • Working with infrastructure contractors and a deep understanding of construction management, particularly with low-capacity partners
  • Procurement processes for infrastructure works and contractors, and an understanding of Australia’s Commonwealth Procurement Rules is advantageous
  • Occupational Health and Safety (OHS) and other construction safeguarding obligations
  • Conducting and monitoring project risk assessments
  • Construction Standards relevant to Papua New Guinea

Additional key requirements include:

  • Construction phase experience an advantage.
  • Good interpersonal skills, including verbal and written communication, and ability to establish and maintain positive working relationships with a range of stakeholders
  • Demonstrated ability to work autonomously while contributing effectively within a team
  • Participation and positive engagement in diverse teams, supporting a results-driven culture of learning and inclusion
  • Demonstrated commitment to the principles of locally-led, socially inclusive, politically informed and adaptive programming
