The Program

The Samoa Tautua – Human Development for All Program assists in the delivery of Australia’s human development commitments in support of Samoa’s development priorities. The program is supporting the human development foundations required for Samoa’s health security, economic recovery, and continued stability thereafter. Tautua prioritises five interconnected pillars of human development: Education, Health, Gender Equality, Disability and Social Protection. The Tautua Program has partnered with eight CSOs through direct funding and partnership agreements, using a ‘grants plus’ model that combines financial support with institutional strengthening. This includes funding for operations, training, mentoring, and shared learning. All CSOs undergo due diligence aligned with DFAT’s framework, with ongoing support to ensure compliance. The Civil Society Engagement Manager oversees grant assessments, agreement drafting, and implementation.

Description

The Role

The CSO MEL Support will help Tautua’s CSO partners design and implement practical MEL systems, ensuring they are sustainable and adaptable. The role involves building MEL capacity, supporting data use for planning and reporting and conducting field visits. Candidates should have MEL experience in low-resource, non-profit settings, strong communication and facilitation skills and a solid understanding of ethical research practices.

 

 

Key responsibilities include:

  • Assist CSOs in developing and implementing MEL systems, capturing disaggregated data, and tracking progress against targets. Provide guidance on data quality and conduct regular monitoring visits.

  • Promote inclusive evaluation approaches, analyze data through GEDSI lenses and document lessons learned and significant change stories in the MIS.

  • Deliver MEL training, foster a learning culture and facilitate quarterly reflection workshops to support strategic planning and continuous improvement.

  • Support CSOs in producing high-quality MEL reports, ensure data accessibility and disaggregation and facilitate knowledge sharing across partners.

  • Provide ongoing MEL technical assistance, align MEL activities with Tautua and DFAT goals, integrate GEDSI objectives and advise on ethical data practices.

About you

We are seeking a seasoned MEL professional with deep experience in Human Development and a strong command of both qualitative and quantitative evaluation methods. You will bring proven experience in designing MEL systems, leading data analysis and facilitating learning processes with diverse stakeholders. Experience in robust data management, attention to detail and the ability to translate complex data into actionable insights. Experience working in the Pacific Islands region is highly desirable, along with a demonstrated commitment to culturally responsive and locally grounded development approaches.

 

Additional key requirements include:

  • Experience in designing and implementing qualitative and quantitative studies, including incorporating GEDSI focus and analysis.

  • Demonstrated ability to design and implement fit-for-purpose MEL systems for non-profit organizations.

  • Proven experience in analyzing MEL data using both qualitative and quantitative methods and synthesizing findings for programmatic use.

  • Strong analytical thinking skills to interpret complex data, apply evidence and logic and support decision-making.

  • Ability to respond positively to change, adapt MEL approaches as needed and manage competing priorities in dynamic program environments.

  • Experience facilitating learning and reflection processes with diverse stakeholder groups.
