Description

Program Background

DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.

Australia-Papua New Guinea Law and Justice Partnership seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. Australia-Papua New Guinea Law and Justice Partnership will focus on three End of Program Outcomes (EOPOs):

EOPO 1 – Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.

EOPO 2 – Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.

EOPO 3 – Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

The Role

To support the Office of the Public Prosecutor (OPP) in its transition towards becoming an independent constitutional office, distinct from the public service. The Advisor will provide expert policy, legal and organisational advice to guide the separation process, ensuring that governance, administrative and legislative frameworks are fit-for-purpose.

The role will contribute directly to the broader objectives of the Australia–Papua New Guinea Prosecution Partnership (APP) by assisting the OPP to strengthen its institutional independence and sustainability in line with national priorities and international best practice.

About You

The preferred candidate will have: 

Qualifications and Experience

  • Degree qualifications in law, public policy, governance, organisational development or a related discipline.

  • At least 10 years’ experience in institutional reform, organisational change, or governance strengthening in the public sector.

  • Demonstrated expertise in advising on legislative and policy frameworks, preferably in the Pacific or similar context.

  • Previous experience in a prosecution office or justice sector is highly desirable.

Capacity Development

  • Proven ability to mentor and build the capacity of senior leaders and staff to manage reform processes.

  • Experience in developing and embedding sustainable systems through organisational change.

Communication and Leadership

  • Excellent interpersonal, negotiation and communication skills, with demonstrated ability to engage effectively with government agencies, donors, and stakeholders.

  • Strong skills in drafting policy documents, reports and submissions for high-level decision-makers.

Teamwork and Collaboration

  • Ability to work collaboratively with diverse stakeholders and across agencies to build consensus and drive reform.

  • Experience in sensitive political and institutional environments requiring diplomacy and discretion.

Technical and Reform Skills

  • Demonstrated experience in organisational restructuring, governance reform or public sector transition processes.

  • Strong understanding of change management principles, including workforce planning and risk management.
