Summary
Palladium International, the Managing Contractor for the ASEAN-Australia Centre Leadership Program (the Program), is seeking technical proposals from Registered Training Organisations in Australia, or Australian tertiary institutions, for a cost-effective solution to the design and deliver an Emerging Leaders Program on Fostering Foreign Policy and Security Leadership. Consortia proposals are acceptable, provided that the lead and accountable organisation meets the above criterion.
Description
The Program supports the ASEAN-Australia Centre’s work to build a network of future ASEAN leaders with strong connections to Australia, who will drive positive change across Australia and Southeast Asia. The Emerging Leaders Programs aim to promote stronger relations between Australia and ASEAN Member States, by deepening mutual understanding and capabilities across a range of sectors and by also strengthening Southeast Asia literacy in Australia.
The Emerging Leaders Program on Fostering Foreign Policy and Security Leadership will strengthen the capacity of participants to advance security, stability and cooperation in the region. Participants will be provided with exposure to international policymaking, greater understanding of Indo-Pacific security frameworks, and opportunities to engage in information exchanges with key stakeholders and counterparts across the region and in Australia. The blended Emerging Leaders Programs will run over up to 12 weeks, including pre and applied online components and a one-week visit to Australia, engaging up to 24 emerging and mid-career leaders from ASEAN Member States and Australia. The program seeks to:
- Enhance participants’ analytical capacity to assess regional geopolitical and security trends and identify implications for national policy priorities.
- Strengthen understanding of ASEAN’s institutional mechanisms, norms, and its role in upholding regional peace and prosperity.
- Familiarise participants with Australia’s foreign and security policy frameworks, including its engagement through ASEAN-led and Indo-Pacific mechanisms.
- Develop advanced competencies in policy negotiation, communication, and consensus-building for complex multilateral settings.
- Promote whole-of-government and cross-sectoral collaboration by engaging with officials, researchers, and civil society leaders across ASEAN Member States and Australia.
- Build durable professional networks to sustain dialogue and cooperation on shared regional priorities, including maritime security, cyber resilience, and climate security.
