School Committees, including Principals, are key to transparent, accountable, and inclusive school governance, as outlined in agreements with MEC. However, they lack sufficient training. A recent review of the One Government Grant 2024 emphasized the urgent need to build their capacity. Targeted training in governance, financial management, communication and policy enforcement will empower Committees, Boards, PTAs and School Support Advisors to better support schools. This will enhance administration, monitoring, and reporting, ultimately improving student outcomes. The program will also address inclusive education to ensure governance supports children with disabilities and their families.
The Technical Adviser will lead the design and training sessions for School Committee/Boards/PTAs and School Support Advisors, focusing on governance principles, leadership, financial literacy and accountability mechanisms. The training will contribute to building sustainable community led school management practises by equipping local education stakeholders with the skills and tools needed for effective decision-making, transparent financial oversight and inclusive school development planning. The training program will be informed by a comprehensive needs assessment and aligned with national education policies and standards.
The School Governance and Financial Management Trainer will be responsible for the following tasks:

Conduct a comprehensive desk review of key documents including policies, manuals, reports and agreements related to school governance and management.

Assess knowledge and training needs of School Committees/Boards/PTAs and School Support Advisors to identify gaps in managing school funds and stakeholder contributions.

Collaborate with the School Governance and Management (SGM) Division to design training materials and templates (e.g., for budgeting and reporting) based on findings from the desk review and needs assessment.

Implement a Training of Trainers (ToT) program for School Support Advisors and SGM Division staff.

Co-facilitate training workshops for school leaders and governance bodies to strengthen inclusive and effective school fund management.

Document key insights including lessons learned, success stories and challenges for reporting and continuous improvement.

Evaluate training effectiveness through pre- and post-assessments, compile an analytical training report, and present a final report with recommendations to MEC.

A strong understanding of the Pacific education context and a commitment to culturally responsive, gender-equitable, and disability-inclusive approaches are highly valued.
