Program Background

The SKALA Program is a significant Australian investment designed to help Indonesia address regional disparities in development. SKALA will contribute to this objective by strengthening selected elements of Indonesia’s large and complex decentralised government system responsible for the delivery of basic services (Layanan Dasar). The SKALA Program’s core approach is to facilitate better collaboration (Kolaborasi) between Indonesian government stakeholders, at national and subnational levels, to help realise synergies (Sinergi) that will trigger improved service delivery. Moreover, SKALA will build on, and take to scale, the successes and learning from Australia’s previous 19 years of support to Indonesia’s decentralised government system. The SKALA Program is to be implemented through the following three pillars:

  • Pillar 1: Stronger national level enabling environment for sub-national service delivery.
  • Pillar 2: Better sub-national governance for service delivery.
  • Pillar 3: Greater participation, representation and influence for women, people with disabilities and vulnerable groups.

SKALA is implemented at the national level with an office in Jakarta and at the subnational level with offices in Aceh, Nusa Tenggara Barat, Nusa Tenggara Timur, Maluku, Gorontalo, Kalimantan Utara, Tanah Papua. In addition to the 3 pillars, SKALA works across 4 general themes of Public Financial Management, Minimum Service Standards, Data and Analysis and GEDSI.

The Role
The Senior Local Planning and Data Governance Specialist will support SKALA and its government counterparts,  such as Bappenas, MOHA and MOF  by providing technical input to improve socio-economic based data analysis using DTSEN to be included in web application SEPAKAT (Bappenas) and interop with other systems such as SIPD (MOHA) and SIKD (MOF). The Consultant will also provide technical input to enhance SEPAKAT utilization through the development of Executive Dashboards for high level officials and line ministries (KL) in developing evidence-based program planning and targeting to address basic services needs and poverty reduction.The Consultant will collaborate closely with SKALA’s GEDSI, PFM, and MSS teams at both national and sub-national levels to ensure coherence, synergy, and effective integration of data into planning and budgeting processes.

About You

Specific Responsibilities        

  • ​​Provide technical input for the development and enhancement of exeutive dashboards for high level officials including Ministers and Echelon I, byutilizing DTSEN, macro data and central government data  to support evidence-based decision-making.
  • Provide technical input to adjust and refine SEPAKAT features and menus for macro and micro socio-economic data analysis, ensuring practical use for planning and budgeting at national and sub-national levels for poverty reduction and access to basic services (referring to SPM indicators).
  • Provide mapping of the condition of Village Information System in Tanah Papua and assist the governance of OAP data in Village Information System and its existence in socio-economic data ecosystems.
  • Provide policy and technical advisory to the current design of local institutional setting for the utilisation of SEPAKAT and its integration to other existing government system, including with locally generated data systems, i.e. regional data portal
  • Advisory input in the national policy in related to data governance, use of micro socio-economic data including through but not limited to SEPAKAT and SIPD.
  • Provide technical input on the identification and analytical process and variable of several development indicators, such as poverty, midterm development planning, MSS, climate change, etc to be processed through SEPAKAT and data portal system.
  • Support the development curriculum matrix, syllabus, and training modules for SEPAKAT utilization in consultation with key ministries related and relevant SKALA unit.
  • Provide input as requested by supervisor.

Other Duties

  • Comply with DFAT, DT Global and SKALA policies on gender, disability, fraud and anticorruption, child protection, PSEAH and the environment.
  • Ensure compliance and adherence to various operational policies, guidelines and manuals issued by DT Global and SKALA.

Job Requirements

  • Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain.
  • Work may require long, and flexible hours as needed. Travel is based on need.

Deliverables

  • Documented technical input for the development and enhancement of leadership dashboards at Ministerial and Echelon I levels, utilizing DTSEN and other central government data (SIKD, e-SPM, SIPD)
  • Documented input on the adjustment and refinement of SEPAKAT features and menus for micro socio-economic data analysis, ensuring usability for national and sub-national planning and budgeting.
  • Documented input on the GEDSI analysis, including design, data sources and analysis formula to be applied in the SEPAKAT system, that includes but not limited to MSS, poverty, midterm development documents, geo-tagging, climate change issues, etc.
  • Inventory of planning and budgeting analysis and required data necessary for digital platform, including SEPAKAT, SIPD (e-walidata & e-database) and Regional Data Portal.
  • Documented input to design guidelines, user manual, and training modules for for the preparation and implementation of socio-economic data updating.
  • Documented input to curriculum matrix, syllabus and training modules for use of micro socio-economic data (through SEPAKAT, SIPD, data portal) training in consultation with key ministries related and relevant SKALA unit.
  • Documented input on development and scaling out of village information system in Tanah Papua and integrated socio-economic data (DTSEN) with disaggregated information on OAP and Non-OAP for Otsus based planning. 

Relationship Management

​​​​The role will be working closely with the Data and Analytics unit and Government counterparts, under close coordination and reporting to the Data and Analytic Lead. 

 

Selection Criteria

Essential

  • Master’s degree in Social Sciences, Development Studies, Political Science, Business Administration or related subjects and at least has 15 years experiences;
  • Demonstrate skills and experiences on poverty, MSS, budget and realization and GEDSI data analysis and the use of SEPAKAT, data portal and executive dashboard system;
  • Familiriaty of information systems used by sub-national governments in planning and budgeting, i.e. SIPD, e-SPM, e-walidata, data portal and SIPD-Hub;
  • Demonstrate skills and experiences on local planning and budgeting process and link with one data governance and use of relevant analysis;
  • Demonstrate skills and experience in the micro data processing and use for provision basic services and social protection targeting;
  • Experience in development of training curriculum, syllabus, modules and the use of Learning Management System (LMS).
  • Experienced working on governance program involving government and development partners;
  • Able to analyse and present complex information; strong presentation, communications and writing skills in both English and Bahasa Indonesia;
  • Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work. 
  • Fluency in Bahasa Indonesia and English languages
  • Understanding of gender equality and social inclusion issues.

Preferred

  • Experienced working on community development projects involving government and development partners, especially related to social protection for people with disabilities.   
  • Experienced working with Government of Indonesia.
