SUMMARY OF PROJECT
 
The DFAT (Department of Foreign Affairs and Trade) Social Protection, Inclusion and Gender Equality (SPRING) program is Australia's flagship investment of support to the Philippine Government on Social Protection, Gender Equality, Disability, Social Inclusion and Indigenous Inclusion. It is an AUD 40 million investment over 5 years that will support the joint Development Partnership Plan (DPP 2024-2029) between the Government of Australia and the Philippine Government. The investment is DFAT's primary avenue in the Philippines for supporting poverty reduction and bilateral funding on gender equality and social inclusion at the national level and with some select Local Government Units (LGUs).
 
SPRING supports efforts under Australia's new International Development Policy and DFAT's forthcoming new strategies on gender equality, disability equity, and rights, and translate these into implementation in the Philippines.
 
SPRING contributes to the goal that the social and economic transformation in the Philippines reduces poverty and provides equal opportunities to all Filipinos in line with the Philippine Development Plan.
 
The objective of SPRING is that Australia works in partnership with the Philippine Government to improve systems and structures that reduce poverty and inequality, and advance gender equality and the rights of people with disabilities.
 
SPRING has four mutually reinforcing End of Program Outcomes (EOPOs):
 

  1. Philippine Government social protection plans, policies and programs increasingly close gaps in the social protection floor.
  2. The Department of Social Welfare and Development (DSWD) and select LGU systems increasingly deliver quality social protection that is inclusive, gender and shock responsive, and climate sensitive.
  3. The Philippine Government increasingly invests in gender responsive policies, plans, programs and systems.
  4. The Philippine Government improves data, systems and targeting to enable people with disability and Indigenous Peoples improved access to targeted services.

 
SUMMARY OF POSITION
 
SPRING Philippines is seeking a qualified, creative, and reliable Communications Design and Multimedia Consultant to support the program's branding and visibility work. This engagement will facilitate creating a cohesive and professional visual identity of SPRING, ensuring consistency across all communication materials, and obtaining timely design support for various program material, as needed.
 
The Communications Design and Multimedia Consultant will be responsible for the development of comprehensive branding guidelines (branding toolkit) that will help ensure branding and communications consistency across all SPRING locations (subnational areas included) and teams and to empower SPRING staff to communicate effectively.
 
The consultant will also provide the SPRING Team with ongoing support for ad hoc design tasks, including layout, visual editing, production of communication materials across digital and print platforms, and support for program communication activities.
 
The consultant will work closely with and will report to the SPRING Knowledge
Management and Communications Officer.
 
KEY RESPONSIBILITIES
 

  1. Design and deliver a complete branding toolkit, based on SPRING's Public Diplomacy and Communications Strategy and DFAT's Development Communication Guidelines. The branding tool kit must include but is not limited to the following items:
  • Iconography or graphic elements
  • Photography or imagery style guidelines
  • Logo application and templates (e.g., ID, letterhead, business card, newsletter, banner)
  • Do's and Don'ts for brand use
  • Note: SPRING already has logo files and variations and color palette

 
 

  1. Production of communication products as needed:
  • Reports, briefs, brochures, newsletter
  • Social media graphics
  • Audiovisual products (shoot, edit/post-production)
  • PowerPoint or Google Slide decks
  • Event materials (banners, posters, signage)
  • Digital or web graphics
  • Other knowledge products and communication materials

 
 

  1. Support to ad hoc tasks such as formatting reports, briefs, and other documents to ensure consistency with the organization's branding and style guide; updating infographics with new data or branding; performing image and video editing or enhancement; repurposing materials for partner agencies or different platforms; event documentation photos or short video materials, when applicable; and other ad hoc communication support and multimedia outputs as assigned and approved.

 
The Communications Design and Multimedia Consultant must be able to:
- Present the draft branding kit for feedback and incorporate revisions.
- Deliver final branding guidelines in PDF and source file formats.
- Edit and revise existing materials to align with brand standards.
- Ensure all materials are high-quality, visually consistent, and publication-ready.
- Demonstrate flexibility and responsiveness to program requirements, including the ability to accommodate ad hoc or time-sensitive requests.

QUALIFICATIONS AND REQUIREMENTS
 
Education
 

  • A degree or diploma in Graphic Design, Visual Communication, Fine Arts, Multimedia Arts, or a related field.
  • Optional: Relevant certifications in design software (e.g., Adobe Certified Professional) are an asset.

Minimum Experience
 

  • At least 3-5 years of proven experience in graphic design, video work, social media content, branding
  • Demonstrated experience developing branding kits or style guides, layouts for reports, brochures, newsletters, and digital publications, social media and digital campaign assets
  • Proven experience in providing communication-related support or working with NGOs, development organizations, or government agencies

 
Key Abilities
 

  • Excellent eye for composition, typography, and branding across print and digital formats.
  • Skilled in editing videos and creating motion graphics using tools like Premiere Pro and After Effects.
  • Able to turn ideas into compelling visuals that align with brand goals and campaign needs.
  • Designs optimized content for social media, websites, and various digital formats.
  • Advanced in Adobe Creative Suite (Photoshop, Illustrator, InDesign), with working knowledge of Canva or Adobe Express.
  • Can manage multiple projects, meet deadlines, and work independently or with a team.
  • Must be able to deliver quality ad hoc outputs and tasks on time
  • Demonstrated commitment to and understanding of GEDSI principles, with knowledge or experience in promoting gender equality, disability, and social inclusion, especially within adaptive programs like SPRING.
  • Compliance to DFAT policies on fraud control, financing terrorism, child protection and other social safeguards
