Description

Program Background

DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.

Australia-Papua New Guinea Law and Justice Partnership seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. Australia-Papua New Guinea Law and Justice Partnership will focus on three End of Program Outcomes (EOPOs):

EOPO 1 – Community Safety and Access to Justice at the Local Level: Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.

EOPO 2 – Law and Justice Services Supply: Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.

EOPO 3 – Leadership, Coordination and Accountability: Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

The Role

Working closely with the APLJ ARoB Lead and APLJ ARoB Advisers, the objectives of the role are to support continued engagement, planning and implementation of ongoing law and justice projects within the ARoB as agreed by the Strategic Program Governance Meeting (SPGM) and the Australian Department of Foreign Affairs and Trade (DFAT); work closely with Autonomous Bougainville Government (ABG) law and justice agencies; ensure active engagement of local community groups in law and justice projects; ensure close relationships are maintained with key department and district administration staff.

About You

The preferred candidate will have:

1.     Tertiary level qualification in policy development, law, international development, business management or any related field.

2.     At least ten years’ experience working within, or with, provincial administrations or with the ABG.

3.     Experience of working on, or with, donor development programs would be an advantage.

4.     Experience of working in, or with, PNG law and justice sector would be an advantage.

5.     A strong ability to self-manage and be proactive will be important.

6.     Flexibility and adaptability will be key, as will demonstrated coordination skills.

7.     Well-developed fluency in English written and verbal communication with the ability to modify communication styles to meet the needs of staff/audiences where English is not their first language.
