Background of the program 

The DFAT-funded Knowledge Partnership Platform (KONEKSI) is Australia's flagship program in the Indonesian knowledge and innovation sector. KONEKSI aims to achieve an enduring relationship between Indonesia and Australia that advances mutual interest and supports Indonesia's inclusive and sustainable development. KONEKSI seeks to improve the use of knowledge-based solutions for inclusive and sustainable policies and technologies. This purpose positions KONEKSI as a vehicle to produce knowledge on complex socio-economic problems, where effective solutions are often beyond a unique sector or category of stakeholders. The knowledge produced through KONEKSI will feed into current GoA-supported initiatives in Indonesia. It will reflect new emerging agendas/priorities that become relevant for bilateral cooperation in the future. It will support both the knowledge-to-policy cycle (K2P) and the knowledge-to-innovation cycle (K2I) in a complementary and synergistic way. KONEKSI will focus on two End of Investment Outcomes (EOIOs):

  1.  Australian and Indonesian organisations have increased collaboration and mutual understanding through knowledge partnerships; and 

  2. Innovative solutions for inclusive and sustainable policies and technologies are generated by knowledge partnerships. 

 

Summary of Position

KONEKSI is looking for a dynamic early career professional with a keen interest in working with databases and facilitating access to a variety of data and information. As Information Management and Data Reporting Officer (IMDRO), you will work collaboratively and creatively as part of a dynamic team to ensure that planning, monitoring, reporting, and learning within the KONEKSI Program is based on a sound platform of data and information. Your role will focus strongly on managing, reporting and communicating data from the Management Information System (known as MISI), a comprehensive database that supports a wide array of administrative, programming, and monitoring functions across the KONEKSI Secretariat.

Under the overall direction of the Head of Planning, Performance and Learning (HoPPL), the IMDRO will collaborate with the Management Information System Support Officer (MISSO) to ensure that database users can access and make use of the data they need. With additional technical support from an experienced Information Management Specialist, the role will also work closely with Monitoring, Evaluation and Learning (MEL) Officers who coordinate monitoring and reporting processes across KONEKSI and undertake regular analysis and reporting of performance data. Drawing on skills in data presentation and visualization, you will help design compelling charts and refine existing dashboards to meet user needs.

Using your strong communication and interpersonal skills units, you will ensure that data and information storage remains up-to-date and well-structured to enable timely collation and retrieval of information to meet the needs of users.

Key Responsibilities:

Under the overall direction of the HoPPL, and in close collaboration with the MISSO, the IMDRO will be responsible for the following:

  • Managing, organizing, and maintaining MISI to ensure data integrity and security. This includes maintaining required software subscriptions and undertaking associated administrative processes.
  • Refine and create new interactive dashboards and visualizations using Microsoft Excel, PowerBI, and other software packages to communicate insights effectively.
  • Collaborate with other KONEKSI team members to understand their data needs and translate requirements into visual or functional outputs.
  • With assistance from the MISSO, utilize low-code platforms like Oracle Max APEX to develop applications and tools to enhance data accessibility and process automation.
  • Working with the MEL Officer and the Operations and Partnerships Management units to ensure functioning grants payment processes, up-to-date descriptive information on research projects on the database including locations, organisations, and performance.
  • Work with the MISSO to maintain MISI modules on operations and administrative functions of KONEKSI.
  • Support the MISSO to modify modules to accommodate new datasets or meet new reporting and analysis requirements.
  • Work with other members of the PPL team to design and deliver workshops, coaching, and other training events to develop the skills and knowledge of KONEKSI team members and partners to use the information system.
  • Maintain data quality and periodically conduct data cleaning on large-scale datasets stored in the KONEKSI MIS.

 

Job Requirements

Education:

  • Bachelor's degree in a related field such as Information Technology or data science

Minimum Experience:

  • Minimum 5 years of work experience in a similar field                                                                                                                            

Essential Skills

  • Basic knowledge of low-code development platforms such as Oracle Max APEX, or other similar database platforms, or a commitment to learning these platforms.
  • Capacity to support database users to trouble shoot and adapt modules and tools to meet needs.
  • Ability to develop dashboards and data visualisations with Microsoft PowerBI or another relevant program such as Tableau.
  • Basic knowledge of Structured Query Language (SQL).
  • Ability to communicate/explain database technical matters in simple language for users.
  • Ability to develop simple user guides to key modules of the MIS.
  • Commitment to principles of inclusive and equitable development practice.
  • Team player.
  • Results-oriented.
  • Able to work with minimal supervision.
  • Proactive and willing to identify and develop new tools and improvements to enhance the performance of existing systems.

Language Proficiency: Ability to communicate effectively in Indonesian and English
