Pacific Australia Skills
Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across the Pacific and Timor-Leste. Pacific Australia Skills builds on the achievements of 17 year of Australian Government support for skills and training in the Pacific.
Pacific Australia Skills will equip Pacific and Timor-Leste students and workers, in all their diversity to gain employment. The investment will develop partnerships to strengthen skills and training systems to be more inclusive and responsive to local and regional labour market priorities.
Pacific Australia Skills will contribute to greater collaboration and cooperation among national and regional educational institutions to promote authentic partnerships, test and scale new approaches, and foster linkages between Pacific, Timorese, and Australian skills development systems.
Purpose
Pacific Australia Skills is seeking to engage a counselling service provider capable of delivering confidential, culturally sensitive, and accessible face to face and remote mental health support to staff located across multiple Pacific Island countries.
Description
Responsibilities
The selected provider will be expected to offer:
- On-assignment individual counselling sessions (virtual and/or in-person where feasible): counselling and support services for staff engaged during assignment either working remotely or in-country.
- Post-assignment individual counselling sessions (virtual and/or in-person where feasible): counselling and support services for staff following the completion of an assignment, a debrief can be provided to support staff either working remotely or in-country.
- Crisis support and trauma-informed care
- Group wellbeing workshops or webinars
- Referral pathways for specialist care
- Services must be available in English, with consideration for local languages and cultural contexts.
Evaluation Criteria
Interested providers must demonstrate:
- Proven experience delivering counselling services in the Pacific region
- Qualifications and accreditation of counsellors
- Capacity to deliver services remotely across multiple time zones
- Cultural competency and trauma-informed practice
- Data privacy and confidentiality protocols

- Pricing structure (e.g., per session, monthly retainer, etc.)
- References from previous clients (preferably in the Pacific)
- Confirmation of ability to meet the scope and evaluation criteria
