Description

Background

The Fiji Government executes a substantial portfolio of infrastructure, service delivery, and reform projects aligned with its National Development Plan. However, performance across these projects is uneven due to varying capacity in project management across ministries. A 2025 survey of 193 civil servants highlighted major gaps in project management skills, particularly in budgeting, risk management, stakeholder engagement, change management, and progress reporting. Two-thirds of respondents indicated they had never received formal training in project management.

Scope of Services

Abt Global through Australia Awards Fiji (AAF) and in collaboration with the Fiji Learning Institute for Public Service (FLIPS), will deliver a targeted Project Management Short Course to build essential project management skills in Fiji’s public service. This course will also support sustainable skills development by co-developing a training package that can be institutionalized and adapted for future use by FLIPS.

The overall goal of this course is to:

Strengthen the capacity of Fiji’s public service to consistently plan and deliver projects on time, on budget, and to intended results, contributing to national development priorities.

Specific Objectives:

  1. Equip 20 mid-career public servants with the knowledge, tools, and methodologies to manage public sector projects.

  2. Co-develop, with FLIPS, a project management training package tailored to Fiji’s context.

  3. Build a pipeline of local trainers through a train-the-trainer component.
