The AHPSU is seeking a Disability Inclusion Advisor to assist the AHP Disaster READY program with expert review inputs and support to implementing partners. This will include up to 15 days of inputs from August to September 2025.

Description

Background

Disaster READY is a component of the Australian Humanitarian Partnership (AHP) funded by the Department of Foreign Affairs and Trade (DFAT). Through the Disaster READY program, Australian-based non-governmental organisation (ANGO) partners assist local communities and organisations in the Pacific and Timor-Leste to prepare for and respond to natural disasters. AHP partners deliver locally-led programs through their networks in Fiji, Vanuatu, Solomon Islands, Papua New Guinea and Timor-Leste. 

Overall, $100 million is being invested (2017-2027) to support communities, local civil society actors and governments to manage disasters more effectively. This includes ensuring that women, youth, children, people with disabilities, and other at-risk groups are better prepared for and more resilient to disasters and climate change. DFAT has partnered with six Australian NGOs and their consortiums to deliver on these priorities: CARE Australia, Caritas Australia, Oxfam Australia, Plan International Australia, Save the Children Australia, and World Vision Australia.

In 2025, NGO partners will be completing the third year of implementation of their Phase 2 Disaster READY Project Plans. The AHPSU will engage a Disability Inclusion Advisor to provide specialist support to NGOs as they develop their Year 3 Annual Reports and Year 4 workplans. The specialist will also provide reviews and feedback to the NGOs when these reports and workplans are submitted as part of the approval process for the next  tranche funding release. 

Responsibilities and Deliverables

The Disability Inclusion Advisor will provide the following inputs:

In the August/September period (estimated up to 15 days of input):

  • Undertake reviews and provide feedback to all NGO (28) Project Plan Reports and Workplans and Country Level Summaries (5);
  • Provide scoring for each of the project plans for the relevant inclusion markers;
  • The Disability Inclusion Advisor will produce an approx. 2 page summary report which shall include any highlights of good practice, areas for monitoring and any other key concerns;
  • The Disability Inclusion Advisor will also liaise with other reviewers as necessary and potentially be available for verbal debriefs with NGO partners (if necessary);
  • Any other mutually agreed tasks

Selection Criteria

  • Relevant higher academic qualifications in development studies, humanitarian action, evaluation, social research, or a related field;
  • Minimum 10 years experience in Disability Inclusion;
  • Knowledge of NGO, humanitarian and disaster preparedness sector;
  • Understanding and experience working with DFAT funded programs;
  • Experience undertaking reviews and providing feedback to projects;
  • Experience and understanding of projects in the Pacific and Timor-Leste;
