The opportunity
As a Response Operations Manager, you will provide essential support in logistics coordination and operations during humanitarian responses. You will work closely with various stakeholders, including government agencies, NGOs, and international organisations, to ensure the timely and efficient delivery of humanitarian assistance. Your expertise will be vital in managing logistics processes, ensuring that supplies reach those in need quickly and effectively.
Reporting to the Humanitarian Response Lead, you will also be responsible for identifying logistical challenges and developing solutions to enhance operational effectiveness. Your role will involve collaborating with a multi-disciplinary team, contributing to the continuous improvement of logistics practices, and ensuring that HLC is prepared to respond to emergencies with agility and precision.
The Program: Humanitarian Logistics Capability
The Australian Department of Foreign Affairs and Trade (DFAT) Humanitarian Logistics Capability (HLC) facilitates the timely, effective, and flexible delivery of the Australian Government’s humanitarian assistance and emergency relief program around the world, providing high quality, multifaceted, flexible and responsive project management and humanitarian supply chain solutions in support of Australia’s Humanitarian Emergency Relief activities.
The goal of HLC is to facilitate humanitarian action that saves lives, alleviates suffering, and enhances human dignity during and in the aftermath of conflict, disasters, and other humanitarian crises. The HLC warehouse in Brisbane maintains the largest stockpile of prepositioned humanitarian emergency relief supplies within the Southern Hemisphere, with the capacity to respond to three simultaneous crises and can support at least 11,000 families – or 55,000 people.
The HLC maintains core capabilities to perform critical tasks across six functional areas: Logistics Planning and Coordination; Procurement; Warehousing; Shipping and Transport; Deployment Support and Technical Assistance and Program Management and integrates cross-cutting, thematic priorities of Gender Equality, Disability and Social Inclusion (GEDSI), Greening, Localisation, Innovation, Partnerships and Indigenous engagement into all operations and activities
Tetra Tech International Development, as the Implementing Contractor for the HLC, will work closely with DFAT, other Commonwealth response capabilities, international organisations and humanitarian partners to implement HLC operations and activities across all aspects of program management and delivery.
Your role
- Support the management of logistics planning and coordination activities, identifying challenges and providing solutions;
- Coordinate the transportation and delivery of humanitarian supplies to designated recipients both before and during a disaster;
- Maintain accurate records and reporting on logistics operations and partner needs;
- Collaborate with interagency representatives to track movements and ensure readiness for incoming shipments;
- Capture and share lessons learned to inform future logistics operations and enhance effectiveness; and
- Assist in the management of logistics processes, including procurement and inventory management.

Your Role:
- Lead the BEQUAL Monitoring, Evaluation, and Learning (MEL) team in Vientiane and other regions, and manage short-term research and evaluation contracts.
- Oversee the effective implementation of BEQUAL’s MEL system and Results Framework, ensuring they meet DFAT standards and the needs of BEQUAL and its partners.
- Lead the Inclusive Teaching and Learning Study, which is a mixed-method evaluation for BEQUAL 2.
- Prepare and ensure the quality of all Program reports, including digital dashboards and presentations, in collaboration with management and program staff.
- Assist BEQUAL and DFAT team members in developing and using monitoring methods and tools.
- Help the Ministry of Education and Sports (MoES) create effective MEL tools and data collection strategies.
- Support targeted research and analysis based on new priorities and preparations for a possible Phase 3.
About You:
You have a strong ability to design and direct inputs across a diverse program team, ensuring that MEL information is collected consistently and compiled coherently to reflect all BEQUAL activities. You work well as a senior member of the team and always focus on delivering results on time. You are an effective communicator who actively listens and engages with a diverse range of people and cultures.
You will possess:
- Extensive experience of establishing, implementing and improving MEL systems for large and complex international development programs, preferably in the education sector.
- Demonstrated capability to facilitate learning and feedback loops between delivery and strategy teams.
- Demonstrated ability to integrated GEDSI (including DFAT’s GEDSI expectations) into MEL tools and systems, activity designs, learning workshops, data analysis, and reporting.
- Extensive experience in research, survey design, data collection methods, and conducting advanced quantitative and qualitative data analysis for international development programs.
- Experience managing DFAT programs is desirable.
