Background
The Department of Foreign Affairs and Trade (DFAT) through the Australian Embassy in Phnom Penh delivers Australia’s bilateral development cooperation program in Cambodia.
The Cambodia Development Support Unit (CDSU) is a DFAT-funded program that provides technical support and advisory services to enhance the efficiency, effectiveness, and strategic coherence of the Embassy's investments to meet Australia’s foreign, economic and development policy objectives in Cambodia. CDSU is managed by Development Pathways (the Managing Contractor).
The CDSU seeks to support Cambodia’s sustainable growth into a resilient upper-middle income country that delivers inclusive growth for all citizens. This will be achieved through provision of expert advice to the Australian Phnom Penh Embassy from technical advisors, and through mainstreaming priorities reflected in the Australia-Cambodia DPP into activities and projects supported by the CDSU. Support is delivered under two pillars: 1) Aid Advisory Services (technical advice); and 2) Aid Enabling Services (non-advisory services).
Selection Criteria
Consultants appointed to the panel must be able to demonstrate high levels of relevant technical expertise, as well as satisfy all due diligence and screening requirements in accordance with DFAT and Development Pathways policies and guidance.
This opportunity is open to individual consultants (both international and national) and companies.
Required Qualifications and Experience
- At least 5 years’ relevant experience in one or more of the prioritised specialisations / areas of expertise (i.e. disability, gender, governance, health, education, M&E, safeguards, graphic design, or other DPP priority field).
- Relevant tertiary qualifications.
- Extensive international development experience (with a focus on the Indo-Pacific).
- Demonstrated experience delivering high-quality technical products to schedule.
- Strong written and verbal English communication skills.
Desirable Experience
- Experience working in Cambodia.
- Understanding of Cambodian government policy priorities and issues in your area of specialisation.
- Experience supporting DFAT-funded programs and/or understanding of Australia’s International Development Policy and other relevant policies.
- Khmer language skills.
- Proven ability to develop capacity of others and share knowledge and learning.
Engagement
Once appointed to the panel, Consultants may be contracted through a standing Call-Down Agreement. For each individual assignment a Tasking Note will be executed outlining the specific services to be provided, scope and duration. The Tasking Note will be treated as an annexure to the Consultant’s Call-Down Agreement.
Consultants’ daily rates will be negotiated at the time of appointment to the panel. CDSU will benchmark rates against the DFAT Adviser Remuneration Framework.
Consultants will be required to agree to specific policies and procedures and may also be required to undertake mandatory training and further screening checks, depending on the nature of the assignment.
Please note consultants appointed to the CDSU panel are not guaranteed to be sub-contracted for assignments or inputs of any type or duration. CDSU will engage consultant services based on Embassy requests and needs.
