Summary

The i-Taukei Trust Fund Board (TTFB)[1] is an institution established under the i-Taukei Trust Fund Act, for the purposes of fostering the advancement of the Indigenous Fijians and Rotumans by promoting initiatives that will better their standard of living and enhance appropriate cultural traditions and values.  Furthermore, they function to support the preservation and promotion of indigenous Fijian and Rotuman languages, culture and heritage, and the development of entrepreneurial initiatives for improved well-being.

The Market Development Facility (MDF) is a multi-country Australian Government funded initiative with locations in Fiji, Sri Lanka, Timor-Leste, Samoa, Tonga and Vanuatu. MDF aims to stimulate economic growth and hence employment and income-earning opportunities for the poor and underprivileged, by making selected sectors of the economy more competitive and stimulating business innovation. MDF is implemented by Palladium Group and Swisscontact and started operations in Fiji in July 2011.

Description

TTFB and MDF are now seeking a suitable service provider to develop a Monitoring Evaluation and Learning (MEL) framework for TTFB’s projects. Currently, TTFB has an interim M&E officer, with plans to recruit a full-time M&E officer in the second half of 2025.  The consultant will work closely to support these personnel.

Objective of the assignment

The Monitoring & Evaluation Consultant  is responsible for the development of a Monitoring, Evaluation and Learning (MEL) Framework to measure the performance and impact of TTFB projects and – conditional on this – to support TTFB’s integration of this framework, as needed

The assignment will be divided into two phases:

  • 1) Research and development of the MEL Framework and MEL Implementation Plan
  • 2) Support the execution of MEL Implementation Plan

Scope of work and key deliverables

The successful service provider will work closely with TTFB and MDF to deliver the following phases of work:

PHASE 1:  Research and Develop the MEL Framework

I. Develop a workplan for the assignment including, but not limited to, timelines, methodologies and success factors.

Tasks will include:

  • • Submit a workplan based on the ToR and approved by TTFB and MDF

II. Develop MLE framework

Tasks will include:

  • • Conduct desktop research (review TTFB documents, reports, project plans etc))
  • • Conduct a brief orientation of relevant TTFB team members on overall approaches and methodologies
  • • Conduct consultations in country internally (within TTFB) and externally (with relevant stakeholders such as project partners)
  • • Field visits to various project locations
    Collaborate and develop strategic results chain/s and templates for each of TTFB’s pillars and develop key indicators and means of verification.

III. Develop a MEL implementation plan

Tasks will include:

  • a. Provide recommendations on next steps to action the framework
  • b. Design an implementation plan
  • c. Recommend back-end system and tools (off the peg, bespoke systems and software) to support the implementation and integration of MEL
  • d. Design an indicative resource requirement for investing in projects

PHASE 2:  Support to the execution of the MEL Implementation Plan

Contingent there being clear approval from TTFB board and resourcing including the recruitment of an MEL officer, TTFB may proceed with Phase 2. The consultant will support the TTFB MEL officer to execute the recommendations and the plan in phase 1 as follows:

IV. Develop an MEL system including data analytics
Tasks will include:

  • a. Develop a simple results chain
  • b. Undertake data collection and data entry
  • c. Develop a database
  • d. Develop the M&E Manual/guideline and integrate this into the organisation structure & HR. The consultant will also make recommendations on changes to other relevant policies/procedures of the organisation for TTFB to consider

V. Trial monitoring and testing the framework
Tasks will include:

  • a. Sampling of the projects through a selection process
  • b. Feedback and recommendations from findings of trial
  • c. Modification on the system based on field trials

VI. Training & Capacity building of TTFB staff
Tasks will include:

  • a. Develop a simple manual/guideline for the MEL System
  • b. Provide capacity building and training to the M&E officer & wider TTFB staff in MEL and the MEL system.

VII. Provide ongoing remote backstopping services, technical advise
Tasks will include:

  • a. Determine an on call daily rate for TTFB

The MEL consultant will be working under the supervision of the Senior Programme Officer and supporting the MEL officer for TTFB with technical support from MDF.

Experience and qualifications

The service provider should demonstrate the following required skills and qualifications:
Essential

  • • Experience in Monitoring, Evaluation and Learning work particularly in developing and implementing MEL frameworks including systems and approaches
  • • Familiarity with the Donor Committee for Enterprise Development (DCED) standard or similar standards for resource measurement
  • • Experience in developing communication materials to inform wide stakeholders on the performance and impact of projects
  • • Strong applied research and analytical skills with the ability to develop and analyse information;
  • • Ability to conduct training and workshops internally
  • • Excellent written and verbal communications skills in English and Fijian including ability to produce concise, readable, and analytical reports.

Desired 

  • • Demonstrated understanding of the various social and cultural structures, processes and terms of engagement within indigenous communities in the Pacific – especially Fiji;
  • • Demonstrated applied knowledge, skills and experience working on indigenous community projects;
