Tetra Tech International Development, through the Australia Awards Papua New Guinea (AAPNG) program, invites qualified Australian Registered Training Organisations (RTOs) to submit tenders for the design and delivery of Youth Short Courses. These courses aim to empower young people across Papua New Guinea with practical skills and leadership capabilities that support national development priorities, as outlined in the Medium-Term Development Plan IV 2023-2027 and the Australia-PNG Development Partnership Plan 2024-2029.
The Youth Short Courses will be delivered between July 2025 and June 2027 and will include up to eight professional learning workshops and study tours, each targeting up to 30 participants. These courses are designed to enhance employability, foster innovation, and promote civic engagement among PNG’s youth.
Thematic areas include project management, decision-making, financial literacy, ICT, entrepreneurship, and monitoring and evaluation. Each course must be tailored to the PNG context and incorporate experiential learning, workplace projects, and opportunities for people-to-people links between PNG and Australia. Curricula should also integrate cross-cutting themes such as GEDSI mainstreaming, climate change adaptation, and digital literacy.
Service Providers are encouraged to propose innovative delivery models, including blended or online formats, and to foster Communities of Practice and institutional linkages between PNG and Australian institutions. The courses should also support institutional capacity building and explore opportunities for recognition under the National Microcredentials Framework.
Tenders will be evaluated based on technical merit (80%) and pricing (20%), with criteria including institutional capability, personnel expertise, course design and delivery, innovation, and potential for institutional collaboration. The successful Service Provider will be responsible for all aspects of course design, delivery, monitoring, evaluation, and reporting, and must comply with DFAT policies and AAPNG guidelines. A milestone-based payment structure will be used, and all deliverables must meet specified quality and reporting standards. The contract is expected to commence by 30 June 2025, subject to DFAT approval.
