Program Background
Prospera is a A$259 million eight-year program building on two decades of Australia’s support for economic governance in Indonesia. Prospera incorporates 15 Australian Government agencies and over 200 expert advisers and program staff from diverse backgrounds. Prospera also collaborates closely with the Katalis program to realise the benefits of the Indonesia-Australia Comprehensive Economic Partnership Agreement.
Prospera’s goal is to contribute to strong, sustainable, and inclusive economic growth in Indonesia through three breakthrough outcomes:

Prospera delivers climate and energy activities as part of the policy and regulatory workstreams of an Australia-Indonesia climate partnership. The energy transition is a significant opportunity for Indonesia to create competitive industries and jobs in pursuit of its 2045 ambition of becoming an advanced nation.
Prospera commenced in March 2018 and will conclude in February 2026.

The Role
As Prospera advances towards achieving the objectives outlined in its Climate and Energy (C&E) outcomes framework, there is a pressing need to integrate diverse external expertise to enhance and support our ongoing activities. To this end, Prospera is looking for a Procurement Specialist who can deliver timely and high-quality management of the entire contracting pipeline. The Procurement Specialist will provide end-to-end oversight including supporting contract portfolio design, identifying cross-contract interlinkages, preparing terms-of-reference for procuring expertise, tracking delivery, ensuring milestone/outcome alignment, and tracking payments. The aim is to streamline and expedite the transformation of project needs into actionable contracts, thereby ensuring that our organization remains agile, responsive, and efficient in addressing counterpart requirements. To support this, the Procurement Specialist will also provide project management assistance to accelerate the implementation of selected activities as needed.

About You
The C&E team at Prospera is looking for a candidate who brings a combination of i) procurement expertise; ii) technical writing skills; iii) project management. In addition, we are looking for a candidate who is adept at internal collaboration, quality assurance, and contributing to the continuous improvement of the pipeline planning process. The successful candidate should be able to demonstrate the following skills, experience, and qualifications:

A bachelor's or advanced degree in economics, public policy, or a related field.

Native-level English speaker with outstanding written communication skills. For non-native English speakers, a strong ability to articulate complex concepts clearly and concisely is required.

Experience managing the outcome delivery for multiple and simultaneous contracts.

Proven research skills and knowledge on the rapidly evolving climate landscape.

Project management experience, managing contracts and relationships with internal teams and counterparts.

Additional experience, training or certifications in policy writing, grant development, project management, or related areas would be advantageous.

Lead the development of comprehensive pipeline plans for a range of activities within Prospera, covering key areas including trade, investment, labor and skills, innovation and entrepreneurship, macro and finance, green climate initiatives, budget policy, revenue policy, public sector reform, and GEDSI.

Conduct thorough internal research on relevant economic topics, ensuring the precision and exchange of information incorporated into pipeline plans.

Collaborate closely with internal stakeholders, including subject matter experts within Prospera, to gather input and insights for crafting precise and impactful pipeline plans.

Ensure that all pipeline plans adhere to Prospera's internal standards, emphasising clarity and conciseness.

Maintain systematic and up-to-date documentation of all pipeline plans, revisions, and associated materials within Prospera's internal systems.

As required, support the timely implementation of selected pipeline activities to ensure overall delivery can be completed on time, on budget, and of the highest quality.

Manage information flow and coordinate with the relevant stakeholders, including arranging and attending meetings with senior stakeholders.

Coordinate the work and inputs of Prospera’s technical team members and the Consultancy involved in implementing the activity.

Remuneration
The remuneration will be set according to DFAT/National Remuneration Framework Group B, Job Level 3. The remuneration level at which the position is engaged will be based on the successful candidates’ relevant skills and experience and will be subject to applicable employment regulations and tax obligations. This position is a long-term position, open for International and Indonesian nationals’ applicants.
